Job description

NYCERS has an opening for an Administrative Retirement Benefits Specialist, M4 (Associate Director), for the Client Advisory Services Team (CAST) within the Client Services Division to provide strategic leadership over NYCERS' retirement education, counseling, and stakeholder engagement programs. This position oversees retirement education, one-on-one counseling, and strategic partnerships with employers, labor unions, and other stakeholder partners, to ensure NYCERS clients receive exceptional retirement guidance and service Key Responsibilities

  • Lead the overall strategy, direction, and continuous improvement of CAST.
  • Provide oversight of retirement seminars, workshops, webinars, and on-demand educational programming.
  • Oversee one-on-one retirement counseling services and ensure high-quality advisory support.
  • Direct two Unit Managers responsible for Education Services and Retirement Counseling.
  • Develop annual operational plans, KPIs, service standards, and performance metrics.
  • Serve as NYCERS' primary relationship manager for participating employers, labor unions, HR leaders, payroll offices, and benefits administrators.
  • Coordinate strategic partnerships with organizations such as the Social Security Administration and the NYC Office of Labor Relations.
  • Coach managers, develop staff, oversee workforce planning, and succession planning for teams.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university including or supplemented by 12 credits in mathematics, statistics, accounting, and/or actuarial science and four years of satisfactory full-time experience implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations, 18 months of which must have been in an administrative, managerial or executive capacity or supervising professionals implementing the provisions of a retirement plan involving the use of mathematical, statistical, actuarial or accounting computations; or
  • An associate degree or 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and six years of satisfactory full-time experience as indicated in “1”; or
  • Education and/or experience equivalent to “1” or “2” above. However, all candidates must have 60 credits from an accredited college or university, including or supplemented by 12 credits in mathematics, statistics, accounting and/or actuarial science and the 18 months of experience in a supervisory, administrative, managerial or executive capacity as described in “1” above.

Preferred Skills

  • Master's degree in Public Administration, Business Administration, Organizational Leadership, Human Resources, or related field.
  • Knowledge of public pension administration and retirement planning.
  • Experience working with labor organizations and public sector employers.
  • Experience developing adult education programs and using CRM or learning management systems.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
