Job description

The New York City Housing Authority (NYCHA) is seeking an Administrative Staff Analyst for the Leased Housing Department’s Bronx Client Services team. This unit is responsible for supervising staff and ensuring accurate, timely, and compliant processing of service requests in accordance with HUD regulations, SEMAP standards, departmental policies and procedures. and communicating with program participants and landlords.

Under managerial direction of the Senior Director, the Administrative Staff Analyst/ Program Operations & Performance Analyst will perform work of some difficulty and responsibility related to the administrative and organizational research work of NYCHA’s Leased Housing Department within the Bronx Client Services unit. The Administrative Staff Analyst will exercise some independent judgment and decision-making while carrying out assigned duties.

The position analyzes operational data and management information, prepares and interprets reports, identifies processing deficiencies and systematic errors, reviews fatal errors and exception reports, evaluates workflow and productivity and develops recommendations to improve program operations.

The position serves as a technical resource to program management by translating operational data into actionable recommendations designed to improve processing accuracy , reduce errors, increase productivity, strengthen internal controls and promote consistent application of program requirements.

The position may also prepare and oversee the preparation of written reports, procedures, training recommendations, policy drafts, workflow documentation, and other materials necessary to support program administration.

Responsibilities include, but are not limited to, the following:

  • Run and analyze operational, productivity, error and performance reports to identify trends, discrepancies and processing issues
  • Review HUD fatal error and exception reports, identify root causes and recommend corrective actions to improve accuracy and efficiency.
  • Monitor workload, productivity, timeliness, and quality measures and prepare reports and summaries for management.
  • Analyze program workflows, procedures, and processing practices to identify inefficiencies, bottlenecks, and opportunities for improvement.
  • Track corrective actions and evaluate the effectiveness of process improvements.
  • Identify training needs based on error trends, productivity results, and quality-control findings; recommends appropriate training and guidance.
  • Review and draft policies, procedures, desk guides, workflow instructions, and other operational materials.
  • Conduct special studies and analyses management's direction and develops recommendations to improve program operations.
  • Collaborate with program, quality assurance, training, and information technology staff to address operational and system-related issues.
  • Perform related to professional administrative analysis and organizational research duties consistent with the Administrative Staff Analyst title.

Minimum Qualifications

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills

  • Comprehensive knowledge of HUD regulations, Housing Choice Voucher (HCV) Program requirements, rent calculation methodologies, Upfront Income Verification (UIV), Enterprise Income Verification (EIV), and applicable agency policies and procedures.
  • Experience using management information systems to research, verify, analyze, and reconcile income, asset, eligibility, and program data.
  • Strong analytical and problem-solving skills, including the ability to identify processing errors, rent calculation discrepancies, data inconsistencies, and compliance issues; interpret complex regulations; and recommend appropriate corrective actions.
  • Experience using Siebel or comparable housing management systems to research case information, maintain accurate records, analyze transactions, and identify processing issues.
  • Advanced proficiency in Microsoft Excel and other data-analysis tools, including developing reports, tracking productivity, reconciling data, identifying trends, and analyzing program performance.
  • Ability to analyze operational data, error and exception reports, workload, productivity, and processing trends to identify root causes and recommend improvements to program operations.
  • Exceptional attention to detail, accuracy, organization, and follow-through, with the ability to manage high-volume workloads, prioritize competing assignments, and meet established deadlines.
  • Strong written and verbal communication skills, including the ability to translate complex regulatory, technical, and operational information into clear reports, recommendations, procedures, and guidance.
  • Ability to draft and revise policies, procedures, desk guides, training materials, and other operational documentation.
  • Ability to identify staff training needs based on error trends, quality-control findings, productivity data, and changes in program requirements.
  • Ability to navigate multiple databases, information systems, and electronic records to conduct research, validate information, and support operational analysis.
  • Demonstrated ability to exercise sound judgment, maintain confidentiality, and conduct detailed research in support of program compliance and operational improvement.
  • Demonstrated commitment to professional customer service and the ability to communicate effectively with staff, supervisors, participants, landlords, community-based organizations, government agencies, and other stakeholders.
  • Ability to establish and maintain effective working relationships and collaborate across program, quality assurance, training, information technology, and administrative functions.
