Job description

Summary

The primary purpose of this position is to serve as the Director of Manpower and Personnel with responsibility for planning, developing, organizing, and carrying out the full spectrum of support for military and civilian manpower and personnel activities at the staff and wing equivalent level. **Salary ranges include local market supplements.**

Duties

Serves as Director, Manpower and Personnel. Serves as principal advisor to assigned and associated commanders on civilian and military organizational structure, manpower, personnel, readiness, and community program support issues - to include recruiting and assessment/selection processes for special programs and selectively manned organizations. Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work directly or through subordinate supervisors as required. Executes the commands civilian classification, staffing, and manpower programs. Advises the commander on key areas of responsibility in support of civilian personnel and finance programs to include serving as the personnel advisor to the senior commander and executive director sensitive personnel matters. Conducts briefings, chairs meeting, and prepares required correspondence and documentation.

Qualifications

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include comprehensive knowledge of military and civilian personnel programs; manpower principles and strength management; and finance programs, recruiting, assessment, and selection techniques, concepts, methods, rules, procedures and operations such that would be gained from formal education or extensive experience and/or training; practical knowledge necessary to perform unique assignments and projects which involve use of specialized and complicated techniques to ensure compliance with applicable directives; practical knowledge of processes, disciplines and functions of applying civilian and military personnel regulations, instructions, procedures, policies, and operations; knowledge and skill in applying information gathering techniques, identifying and analyzing issues, and developing recommendations to resolve substantive problems of effectiveness and efficiency of work operations in the civilian/military personnel and administrative processes of the organization; and thorough knowledge of a wide range of military and civilian administrative actions, personnel and finance documentation requirements, processes, principles, practices, techniques to serve as civilian management advisor to respond to inquiries concerning activities of the organization and the ability to apply management and organizational principles and practices to provide direction, guidance and assistance. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the laws, rules, regulations, instructions, and practices governing federal Civilian and Military Manpower and Personnel Management to evaluate and make recommendations concerning overall manpower and personnel plans and proposals for programs including commander support staff operations, career development, force management, classification/staffing, and general manpower, personnel and community programs. Knowledge and understanding of Air Force civilian and military special program recruiting processes, goals, objectives, regulations, policies and procedures in order to ensure operational success and security of the special access program while conducting recruiting and staffing events. Skill in applying civilian and military manpower and personnel regulations, instructions, procedures, policies, and operations to accomplish a wide variety of personnel actions, technical work, and policy/program development. Ability to plan, direct, coordinate, research, gather data, assemble and analyze facts, draw conclusions, organize ideas, and adjust work operations for one or more organizations segments to meet requirements and objectives with available resources. Ability to communicate effectively, both orally and in writing to identify, direct, or coordinate actions required in providing support service, negotiate complex issues, lead/provide feedback to subordinates, and maintain good working relationships. Ability to understand and utilize standard administrative computer software and database programs in order to develop and maintain interactive centralized databases, spreadsheets, briefing presentations, and written correspondence and guidance. CONDITIONS OF EMPLOYMENT CONTINUED: This position is designated critical sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Position requires occasional temporary duty travel (CONUS and OCONUS), utilizing any or all modes of commercial and military transportation. Requires possessing and maintaining valid State Driver's License to enable operation of government and privately owned vehicles. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Summary Continued: Incumbent provides management advisory services and oversight of military manpower and strength management activities, personnel support division operations, personnel program management division operations, civilian personnel and pay activities, readiness and community program support tasking's, and sensitive personnel program development and sustainment within an Air Force Special Access Program (SAP).
