Job description

***IMPORTANT NOTE: Only those currently serving as a permanent or probable permanent, i.e. probationary, Administrative Engineer will be considered. *** The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Wastewater Treatment (BWT) is responsible for the operation and maintenance of all facilities related to the treatment of sewage within the five boroughs of the City. This includes 14 wastewater resource recovery facilities (WRRFs), sludge dewatering facilities, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates, etc.), wastewater laboratories and harbor vessels.

Under the section chief’s direction, the selected candidate will serve as an Area Engineer in the Biosolids and Building Maintenance Contracts Section within the Bureau of Wastewater Treatment (BWT).

Responsibilities will include but not limited to:

  • Under direction with a great latitude for exercise of independent judgment or action, manages multiyear service contracts.
  • Under direction with a great latitude for exercise of independent judgment or action, submits reports and recommendations of field inspections and investigations relevant to assigned work and maintains status records of all projects. Prepares and submits periodic progress reports on projects and reports on all project related issues that may impact the scope of work, schedule and cost of projects.
  • Under direction with very great latitude for exercise of independent judgment or action, performs field inspections to check progress or completion of contract or in-house work.
  • Under direction with a great latitude for exercise of independent judgment or action, prepares Contract Specifications, Cost Estimates, Work Orders and Requisitions.
  • Under direction with a great latitude for exercise of independent judgment or action, engages in Engineering work.
  • Under direction with a great latitude for exercise of independent judgment or action, performs investigations, studies and reviews.
  • Promote a workplace free from safety hazards.
  • Plans, assigns, and reviews the work of subordinates.

Minimum Qualifications

  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.

Preferred Skills

  • Familiarity with facilities, equipment and processes related to wastewater treatment.
  • Effective Judgment & Decision Making; reviewing information to develop and evaluate the relative costs and benefits of potential solutions to problems and choosing the most appropriate one.
  • Quantitative Analysis & Interpretation: reviewing information to develop and evaluate the relative costs and benefits of potential solutions to problems and choosing the most appropriate one.
  • Written Expression: the ability to effectively communicate information and ideas in written words.
