Your Team The Office of Asset and Property Management (APM) leads the agency’s efforts to protect the City’s investment in affordable housing and ensure that properties remain stable, financially sound, and affordable over the long term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, while also connecting individuals and families to affordable housing opportunities.
APM is composed of three divisions: Asset Management, Property Management, and Housing Supervision.
The Division of Property Management is responsible for the management, maintenance, preservation, and regulatory compliance of HPD-owned properties throughout New York City. The division oversees a diverse portfolio that includes residential, commercial, mixed-use properties, vacant lots, and temporary housing while supporting long-term affordability, resident safety, and neighborhood stabilization.
Reporting to the Deputy Commissioner of Asset and Property Management, the Assistant Commissioner of Property Management oversees five operational units:
Your Impact: The Assistant Commissioner of Property Management serves as a member of the APM Executive Leadership Team and is responsible for providing strategic leadership, operational oversight, and organizational direction for the Division of Property Management. This executive position ensures that City-owned housing is maintained safely, regulatory requirements are consistently met, operational performance is strengthened, and public resources are managed effectively. The Assistant Commissioner of Property Management will lead initiatives that improve operational efficiency, strengthen regulatory compliance, enhance customer service, modernize business practices, and promote accountability across the Division while supporting HPD's mission to preserve affordable housing and improve quality of life for New Yorkers.
Your Role: The Assistant Commissioner provides executive leadership for all Property Management operations, directing the strategic planning, administration, policy development, and day-to-day oversight of the Division's five operational units.
Working closely with executive leadership, the Assistant Commissioner of Property Management establishes division-wide priorities, develops operational strategies, manages fiscal and human resources, oversees emergency response activities, and ensures compliance with City, State, and Federal laws governing housing operations, construction, environmental health, procurement, property management, and lead safety.
The Assistant Commissioner of Property Management collaborates with internal divisions, City agencies, elected officials, community organizations, tenant associations, and external partners to advance agency priorities and improve service delivery throughout the City's housing portfolio.
Your Responsibilities:
Civil Service Requirement: This position is in a competitive Civil Service title. Candidates must meet applicable New York City Civil Service requirements, which may include permanent status in the title, eligibility from an appropriate Civil Service list, or another authorized appointment mechanism.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
