TASK FORCE: FEMA Disaster Recovery JOB TITLE: One (1) Assistant Director CONTROL CODE: BAW-27-09 SUMMARY: The Mayor's Office of Management and Budget (OMB) is the New York City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor's expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities. The FEMA Disaster Recovery Task Force, within the OMB-Managed Grants subdivision, works with City, State, and Federal agencies to help New York City recover from the lasting impacts of Hurricane Sandy, COVID-19, Tropical Storm Isaias, Tropical Storm Ida, and Tropical Storm Ophelia, as well as other federally declared disaster events. Among other responsibilities, the subdivision guides policy, monitors budgets, and ensures compliance with applicable requirements for projects funded through the FEMA Public Assistance (PA) program.
OMB is hiring a new Assistant Director to guide agencies as they design and implement capital projects intended to be supported with FEMA PA funding. The position will be responsible for advising on the eligibility of scope and project elements (including developing mitigation proposals when applicable), coordinating with partners, and monitoring project implementation funded by FEMA PA funds.
Please note that this is a grant-funded position. Your term of employment is dependent upon the availability of grant funding, but it is expected to be at least three years.
The duties of the position include the following:
Assistant Director ($167,101): Bachelor's degree and a minimum of six years of full-time experience in budgetary planning/management, financial analysis, cash flow analysis, and financial publications or an awarded Master's degree in Public Administration, Economics, Finance, Business or related field and a minimum of four years of relevant experience in budgetary planning/management, financial analysis, cash flow analysis, and financial publications. Applicants must also possess at least three years of supervisory experience.
