- Provide legal counsel and recommendations to Executive and management teams.
- Communicate legal advice to staff.
- May draft, review, or approve contracts.
- Assist in development of internal policies and procedures.
- Interpret laws, rules, regulations and policies.
- Conduct legal research.
- Analyze legal opinions, briefs, and other documents.
- Monitor all activity relating to FOIL, ensuring proper coordination with relevant agency offices as needed.
- Advise the Records Access Officer on requirements of the New York State Freedom of Information Law (FOIL) and determining if records are subject to disclosure or exemption; and review FOIL responses for legal sufficiency.
- Prepare as necessary, rules and regulations in support of bureaus including processing in accordance with the State Administrative Procedure Act.
- Educate staff and coordinate training opportunities, which may include conducting seminars, workshops, and presentations.
- Support the agency’s litigation function and assist with litigation related matters.
- Assist with case preparation, discovery, records review, and development of litigation strategy.
- Coordinate with agency staff on pending litigation and related legal issues.
- Assist in representing the agency in Article 78 proceedings and other civil litigation matters.
- Perform a full range of supervisory duties.
- Perform other duties or special projects as assigned.
Minimum Qualifications
Admission to, and member in good standing of, the New York State Bar and four years of subsequent professional legal experience.
