Job summary

***IMPORTANT NOTE: Only those currently serving as a permanent or probable permanent, i.e. probationary, Associate Project Manager will be considered.*** The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. We deliver 1.1 billion gallons of high quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York, and we collect and treat an average of 1.3 billion gallons of wastewater per day.

The Bureau of Wastewater Treatment is responsible for the operation and maintenance of all facilities related to the treatment of sewage, including wastewater treatment plants, collections facilities (pumping stations, combined sewer overflow retention facilities, regulators, tide gates), wastewater laboratories, harbor vessels and sludge dewatering facilities.

Job Tasks/Duties include but not limited to:

  • Performs reviews on construction management (CM) services submittals and supervises construction management consultants
  • Coordinates between engineers and CM consultants on any project related issues
  • Ensures that CM cost proposals and payment packages are compliant with DEP procedures
  • Recommends or reviews CM consultant submittals required for upper management approval in accordance with reasonable professional judgement.
  • Makes the necessary coordination with stakeholders to ensure that construction projects are progressing to completion
  • Ensure that the CM Consultants are managing their budgets, scope and schedule properly
  • Perform field visits to ensure that CM Consultants are diligent and providing highly professional inspection services
  • Track CM consultant performance with appropriate metrics
  • Comply with the EH&S procedures that relate to work assignments and work environment.
  • Review weekly high priority reports, monthly Key Performance Indicator Report and monthly CM Consultant Budget reports.
  • Occasionally creates presentation on critical important projects and update project information routinely in the CM project folder server

Minimum Qualifications

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
  • A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.

Preferred Skills

***Note: Candidates must specify for each construction project they worked on a description of the construction project, the time period they worked on the construction project, and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position, you must have a motor vehicle driver license valid in the State of New York. If you have moving violations, license suspension or an accident record, you may be disqualified. This license must be maintained for the duration of your employment.

  • Bachelor’s degree in engineering (Civil, Mechanical and Electrical) or BSc in Construction Management
  • Familiarity with facilities, equipment and processes related to wastewater treatment.
  • Effective Judgment & Decision Making reviewing information to develop and evaluate the relative costs and benefits of potential solutions to problems and choosing the most appropriate one.
  • Quantitative Analysis & Interpretation: reviewing information to develop and evaluate the relative costs and benefits of potential solutions to problems and choosing the most appropriate one.
  • Written Expression: the ability to effectively communicate information and ideas in written words.
  • Proficiency with Microsoft Word, Excel and PowerPoint
  • Excellent interpersonal and team skills
  • Construction Management Knowledge
