Job description

Civil Service Title- Administrative Engineer 2 * IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE, OR BE REACHABLE ON THE LIST.

The New York City Department of Transportation, Division of Bridges is responsible for managing the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, ensuring safety of the public and ensuring mobility for all users. Team members may work on major project designs, oversee construction, oversee maintenance activities, perform engineering reviews and quality assurance tasks on some of the most iconic and complex projects in the City. Seeking an environmental compliance professional to oversee environmental aspects of bridge capital construction and rehabilitation projects. This role ensures compliance with federal, state, and local environmental regulations while coordinating remediation activities, regulatory reviews, and environmental permitting throughout project planning, design, and construction. This position combines environmental compliance, project management, regulatory coordination, field oversight, and technical leadership to support the successful delivery of bridge infrastructure projects.

Key Responsibilities: Manage environmental compliance for bridge construction and rehabilitation projects, including hazardous materials, contaminated sites, stormwater, wastewater, dredging, and in-water construction activities. Coordinate with local, state, and federal regulatory agencies on permits, environmental reviews, remediation, and mitigation plans. Oversee environmental assessments and regulatory reviews, including Phase 1/11 ESAs, NEPA, SEQRA, CEQRA, and ULURP processes. Lead stormwater management and MS4 compliance, including SWPPP review, erosion control, inspections, and documentation. Conduct site inspections, monitor contractor compliance, and represent the agency at project meetings and public stakeholder engagements. Manage hazardous waste, chemical inventories, wastewater discharge permits, environmental reporting, and facility compliance. Implement agency environmental policies, standard operating procedures, and compliance programs across bridge facilities. Administer environmental consultant contracts, budgets, change orders, and payment processing while overseeing bridge coating inspections and environmental remediation efforts. Prepare technical reports, regulatory interpretations, and provide solutions to complex environmental compliance and remediation challenges. A bachelor's degree in civil or environmental engineering, a NYS Professional Engineer License and 10 years of experience in handling complex and challenging environmental issue during design and construction of bridges or heavy civil project work. The candidate must have at least five years of supervisory experience guiding the staff in engineering and technical aspects.

  • A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.

Preferred Skills

Working knowledge of Adobe Acrobat, Microsoft Windows, Microsoft Word, and Microsoft Excel.

Preference will be given to candidate who possess a driver's license valid in the state of New York with no restrictions.

This license must be maintained throughout duration of employment in this position.
