Civil Service Title- Procurement Analyst I * IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE, OR BE REACHABLE ON THE OPEN-COMPETITIVE LIST.
The New York City Department of Transportation, Division of Bridges is responsible for managing the full life cycle of over 800 bridges and tunnels and over 600 retaining walls, ensuring safety of the public and ensuring mobility for all users. Team members may work on major project designs, oversee construction, oversee maintenance activities, perform engineering reviews and quality assurance tasks on some of the most iconic and complex projects in the City. The New York City (“NYC” or the “City”) Department of Transportation Division of Bridges (the “Division”) seeks to hire a procurement professional to assist in the Division’s procurement, review Engineering Service Agreement (“ESA”) Task Orders, process Contract Management Actions (“CMA”), and assist in the applications for the Division’s Pre-Qualification Lists (“PQL”). The unit’s duties require extensive and rigorous work with internal divisions of the Department of Transportation especially the Agency Chief Contracting Office (ACCO). The individual will also be responsible for but not limited to the following: Utilize primarily the competitive sealed proposal procurement method, but occasionally other procurement methods including but not limited to competitive sealed bids, sole source, and negotiated acquisition procurement methods; Shepard procurements from procurement initiation to registration with the NYC Office of the Comptroller; Utilize the NYC’s Procurement and Sourcing Solutions Portal (“PASSPort”), and other systems for review approval and processing of internal RFx documents and manage specials projects as needed; Prepare RFx’s on PASSPort by configuring Questionnaires and Item Grids; Review RFx’s prepared by other staff to verify all documentation is uploaded and configuration is correct; Receive and review for completeness CMAs such as but not limited to No Cost Fund Transfers and Adding Sub-Consultants; Review and process paperwork required for CMAs; Perform detailed administrative review, processing, coordination, and scheduling of Professional ESA Task Orders and procurement documentation for compliance with all Agency, ACCO, and Mayoral policies and procedures; Review Task Order initial scopes to make sure they are within the scope of the Master Agreement; Use Excel to verify the accuracy of Task Order cost proposals by reviewing the rates against the certified payrolls and staffing rosters; Assist in the compiling of procurement documents with project teams to be forwarded to the ACCO’s Office for solicitations; Work with Financial teams to verify funding prior to procurements for both Capital and Expense funded contracts; Update and monitor procurement and CMA tracking reports utilizing Microsoft Excel; Receive notification from ACCO to assign project managers to evaluate PQL applications through SharePoint; review the evaluation sheets for accuracy and completeness; Complete Performance Evaluations in PASSPort by distributing the downloaded Excel workbooks to project managers, uploading responses, confirming the resulting score, and collect/upload approved memo from the Unit; and Perform other related duties.

Knowledge of government procurement and contracting regulations and statutes; Demonstrated progressively responsible experience in coordinating and implementing complex contracts and procurement activities in a multifaceted governmental setting; Hands-on experience with procurement and budgeting systems/applications similar to the City’s FMS3 and Passport applications; Exposure to database/document management systems; Proficiency in Microsoft Office Suite applications, especially Excel and SharePoint; Experience tracking and maintaining forward momentum of various projects across a large organization; and Excellent oral and written communications capabilities are required as well as very good interpersonal and organizational skills.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
