Job description

Civil Service Title- Associate Project Manager 1 * IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE, OR BE REACHABLE ON THE OPEN-COMPETITIVE LIST.

This position is assigned to the Division of Bridges (the “Division”) Project Delivery Group and reports to the Division of Bridges Chief Scheduler. The Scheduler supports the planning, development, maintenance, and analysis of project schedules for the Division’s capital projects program as well as monitors the contract capacity and contract term of the Division’s expense contracts. Under the direction of the Chief Scheduler, the Scheduler assists in developing project schedules, analyzing schedule performance, and evaluating the impacts of changes, delays, and risks. The position works closely with project managers, design and construction teams, consultants, and other stakeholders to monitor project progress, assess schedule health, support accurate forecasting of project completion, track contract wellness, and assist in connecting units to address issues.

The Scheduler’s responsibilities include, but are not limited to: Assisting in the development, maintenance, and updating of project schedules, including Critical Path Method (CPM) schedules, in accordance with established guidelines and ensuring schedules are within the contract term; Supporting the Chief Scheduler in planning and scheduling activities and in developing time estimates using appropriate calculation methods; Assisting with the review of consultant and contractor schedules, updates narratives for general reasonableness and compliance with contract requirements; Supporting schedule-related evaluations of change orders, delays, and impacts, including assistance with time impact and delay analyses as directed; Participating in meetings with project teams, City agencies, consultants, contractors, and other stakeholders regarding schedule-related issues; Assisting in the development of conceptual schedules and duration estimates during project planning and scoping; Supporting post-construction evaluations related to schedule performance, as needed; Act as the point person for the review and monitoring of Mayors Office of Operations Capital Dashboard; Provide support to the Division’s capital budget team in ensuring project phases are aligned with funding needs; and Perform other related duties and special assignments as required, such as but not limited to: tracking status of certificates to proceed (CPs), procurement delays, contract expirations, change order progression, etc.

Preferred Skills Experience preparing monthly project schedule status reports for management; Working knowledge of schedule delay analysis, time impact analysis, and overall project progress evaluation; Experience with construction project scheduling and analysis; Ability to work under limited supervision and manage multiple assignments within time constraints; Demonstrated initiative, responsibility, flexibility, and strong attention to detail; Strong organizational, writing, and communication skills; Proficiency in Microsoft Office, including Excel, Access, PowerPoint, and Project; Proficiency in Oracle Primavera P6/P3; Knowledge of Comptroller’s Office Directive 7 and 10; Knowledge of MOCs change order workflow; Ability to drive a motor vehicle, if required.

Minimum Qualifications

One year of full-time satisfactory experience in supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either:

  • A baccalaureate degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and one year of full-time satisfactory experience in project management work, such as planning, administering, managing, coordinating, or expediting, for engineering and/or architectural and/or landscape architectural projects; or
  • A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
  • A four-year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described in "1" above to make up the equivalent of five years of education and experience. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) a Master’s degree from an accredited college or university in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable towards meeting the qualification requirements.

In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in "1" above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
