We are seeking motivated analysts and critical thinkers to join our team. DOB analysts rely on their skills for creative problem solving, attention to detail, and comprehensive communication to respond to emerging challenges, identify and develop solutions, and ensure the fiscal health of the State.

The selected candidate will serve as a member of the Acute Care Team within the Medicaid Section of the Health Unit, which oversees the $134 billion Medicaid Program, the NYS Essential Plan, the Child Health Plus plan, Federal Health Care Reform, and various other health care finance assignments. These programs provide public health insurance coverage for over 8 million low-income recipients. This position with the Acute Care Team offers a unique opportunity to conduct research and develop recommendations related to health care financing and the State’s health care reform agenda.

Responsibilities

Budget and Policy Analysts at DOB are typically involved in:

  • Drafting recommendations and materials to guide decision-making, including articulating nuanced issues, illustrating trends and projections, and synthesizing data.
  • Managing the State’s Financial Plan including by projecting and monitoring spending trends, identifying challenges, and working with counterparts to mitigate fiscal risks.
  • Preparing responses to public concerns regarding hospitals and Medicaid financing.
  • Projecting and monitoring all hospital-based, clinic, and physician spending for consistency with the State Financial Plan.

Minimum Qualifications

This position is open to candidates who have one year of permanent competitive service as a Budget Examiner, G-18. The position is also open to NYS employees at or above G-16 who are eligible for transfer under Section 52.6 of the Civil Service Law.
