Job description

Reporting to the Supervising Veterans Home Fiscal Administrator (M-1), the Business Officer (BO) 1, SG-18, will serve as the contract, procurement and purchasing specialist for the NYS Veterans Home at St. Albans in accordance with NYS Finance Law, procurement guidelines, and facility policies.

They will oversee, coordinate, and participate in contract, procurement and purchasing activities, including the supervision of clerical or paraprofessional staff. They will be responsible for monitoring inventory levels, reviewing and approving purchase requests, advising on acquisition sources and requirements, and identifying and resolving discrepancies. They will research and provide recommendations on vendors and cost-effective measures for acquiring goods, equipment, and services, and meet with vendors and contractors to discuss potential purchases and negotiate pricing; develop, evaluate, and review contracts, Requests for Proposals (RFPs), Invitation for Bids (IFBs), Requests for Qualifications (RFQs), Request for Qualifications (RFQs), Request for Information (RFIs) Requests for Application (RFAs), Sole/Single Source procurements, and related financial documents; and will publish contract and procurement requirements for bidders.

The BO 1 will also perform routine administrative processes associated with contract, procurement and purchasing activities. They will monitor and review contractor performance and compliance and will address any necessary contract modifications and contract amendments. They will demonstrate fiscal responsibility and audit readiness, ensuring alignment with the Home’s allocated budget and will lead meetings with the Department’s Health Facilities Management Central Office, the Department’s Bureau of Contracts, and other entities.

Minimum Qualifications

Transfers: Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service

in a position that is eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law to Business Officer Trainee 1, Business Officer Trainee 2 or Business Officer

Open Competitive HELPS qualifications:

Business Officer Trainee 1: Four years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.

Business Officer Trainee 2: Five years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.

Business Officer 1: Six years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.

Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Preferred Qualifications: The preferred candidate will have experience in a New York State operated skilled nursing facility.
