Job description

The Business Officer (BO) 1 will be responsible for overseeing, coordinating and participating in contract, procurement and purchasing activities, including supervision of clerical or paraprofessional staff. The incumbent will monitor inventory levels, review and approve purchase requests, advise on acquisition sources and requirements, and identify and resolve discrepancies. The BO 1 will research and provide recommendations on vendors and cost-effective measures for acquiring goods, equipment, and services, as well as meet with vendors and contractors to discuss potential purchases and negotiate pricing. They will develop, evaluate or review contracts, Requests for Proposals (RFPs), Invitation for Bids (IFBs), Requests for Qualifications (RFQs), Request for Qualifications (RFQs), Request for Information (RFIs) Requests for Application (RFAs), Sole/Single Source procurements, and related financial documents.

The Business Officer 1 will be responsible for the contract, procurement and purchasing operations for all departments in the home.

Along with that, the employee will apply mandatory source restrictions in order of precedence, including NYS Preferred Sources, NYS Centralized Contracts, and the Open Market. They will maintain and update contract tracking tools to monitor the status, progress, and compliance of all contracts, procurements and purchasing activities. The incumbent will prepare, review, and submit facility request pursuant to Budget Bulletin No. B-1184, and PTP procurement request forms in compliance with New Yor State Information Technology Policy No. NYS-P08-001.

Minimum Qualifications

Permanent Transfer Candidates:

Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service that is eligible for transfer under Section {70.1 and or 52.6} of the Civil Service Law to Business Officer Trainee 1, NS, Business Officer Trainee 2, NS, or Business Officer 1, SG

Open Competitive NY HELPS qualifications:

Business Officer Trainee 1: Four years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.

Business Officer Trainee 2: Five years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.

Business Officer 1: Six years of experience in the administration of a business office or program, including responsibility for one or more of the following areas: accounting, budgeting, contract administration, and purchasing.

**Substitution: Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute five years of specialized experience; J.D. may substitute for six years of specialized experience.

Preferred Qualifications: The preferred candidate will have familiarity working with contracts
