Job description

The Business Systems Analyst will support the Director of Innovation in advancing agency modernization, innovation, research, and strategic transformation initiatives. The analyst will help identify emerging opportunities, evaluate new technologies, and support the development of innovative solutions that improve operations and customer experience.

Responsibilities include, but are not limited to:

  • Conduct research and analysis on emerging technologies, artificial intelligence, Insurtech, fintech, digital services, and other innovation-related topics.
  • Monitor industry trends, competitor activities, state government initiatives, and best practices relevant to strategic priorities.
  • Support the identification, evaluation, and implementation of innovation opportunities and pilot programs.
  • Collect, analyze, and present data to support business cases, policy recommendations, strategic decisions, and investment opportunities.
  • Assist with the development of presentations, reports, executive briefings, and communications for senior leadership.
  • Coordinate meetings, workshops, demonstrations, proof-of-concept activities, and engagements with external vendors, startups, industry organizations, and government partners.
  • Maintain innovation project plans, action item trackers, research repositories, and program documentation.
  • Support innovation events, employee engagement initiatives, challenges, conferences, and educational programs.
  • Assist in assessing the impact, risks, costs, and benefits of proposed innovation initiatives.
  • Prepare summaries of market research, vendor capabilities, industry developments, and emerging solutions for executive review.

Minimum Qualifications

For appointment via NY HELPS:

  • To Business Systems Analyst Trainee 1: Four years of business analysis experience* including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
  • To Business Systems Analyst 1: Six years of business analysis experience* including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.

*An associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience.

For competitive appointment:

  • List appointment: Reachable on current Civil Service eligible list for this title.
  • Transfer: Current New York State employee with one year of permanent competitive class service in a title eligible for transfer under Section 70.1 or Section 52.6 of Civil Service Law. Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades. Eligible titles for transfer into Business Systems Analyst Trainee 1 include, but are not limited to: Human Resources Specialist Trainee 1, Program Aide. Eligible titles for transfer into Business Systems Analyst 1 include, but are not limited to: Administrative Specialist 1, Contract Management Specialist
