The Office of Mental Health (OMH) is recruiting to a Business Systems Analyst 2 position in the Division of Medical Informatics (DMI). The Business Systems Analyst 2 (BSA 2) will lead, manage and coordinate OMH activities to support, maintain, and enhance OMH clinical and business systems, and participate in the development of new information technology applications. This position is essential to our core mission and health and safety as we develop and maintain key health information systems in collaboration with both OMH business owners and Office of Information Technology Services (OITS) staff. The incumbent will be instrumental in creating business requirements documentation, end-user solutions, quality assurance testing, and delivery of on-site and remote user training for OMH’s current and future clinical and business systems. The BSA 2 will serve as a “bridger” between the business owners and OITS to translate and advocate for OMH’s user requirements and to ensure that system specifications and functions can be understood and implemented.
Specific duties include, but are not limited to the following:
Non-competitive NYHELPS Appointment:
Seven years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization's business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
Competitive Transfer:
Candidates must have one year of permanent status as a Business Systems Analyst 2, and be eligible for lateral transfer OR be eligible to transfer via Section 70.1 or 52.6 of the Civil Service Law.
