Job description

Summary

The Office of the Chief Financial Officer (CFO) leads the development, negotiation, and presentation of the National Intelligence Program (NIP) budget on behalf of the Director of National Intelligence to the President and the Congress. The CFO's three main responsibilities include resource management (budget analysis, formulation, justification, and execution), performance planning and evaluation, and financial management improvement.

Duties

The Intelligence Community (IC) Chief Financial Officer (CFO) leads IC-wide efforts to develop, determine, and present the National Intelligence Program (NIP) budget to the Office of Management and Budget and Congress on behalf of the Director of National Intelligence. The IC CFO also leads IC resource, performance, and financial management as well as procurement oversight and facilities activities. Additionally, IC CFO, through the CFE, provides oversight of ODNI resources, managing formulation, justification, execution, contracts, manpower, financial audits, and ODNI budget matters in coordination with the IC, OMB, DoW, and Congress. The IC CFO serves as the single point of integration for all performance- and budget-related activities across the 18 NIP elements. Major Duties and Responsibilities: Oversee and lead the Budget Execution Division in planning, directing, and monitoring the legal execution of appropriated funds, including reprogramming actions, execution rates, program reviews, operating year spend plans, manpower allocation, funds certification, and management of current/prior fiscal year appropriations to ensure compliance and cost-effective support for ODNI programs. Supervise subordinate staff in analyzing comprehensive financial data (budget, accounting, and reporting) to assess financial conditions, forecast trends, identify issues requiring policy attention, and develop briefings, testimony, and talking points for the Chief Financial Executive and Comptroller on resource requests, realignments, and major reallocations of staffing or funds. Advise and consult with the Comptroller, ODNI component resource managers, and financial working groups on execution policies, challenges, and substantive matters, serving as the primary focal point for resolving budget issues and justifying ODNI positions on fund allotments and apportionments. Direct the review and coordination of component proposals for fund apportionment, allotment, and budget actions, ensuring consistency with ODNI policies while guiding division staff in implementing execution support for ODNI offices. Oversee the development, improvement, and implementation of financial management policies, guidelines, and performance metrics aligned with ODNI priorities; prepare guidance on new directives and establish or maintain systems/procedures for controlling appropriated funds (e.g., travel, forfeiture, accounts receivable). Supervise the interpretation of complex financial results to identify trends, threats, or opportunities in operational performance; evaluate progress against execution plans and recommend courses of action to address conflicting priorities or interests. Liaise with the Office of the Director of National Intelligence (ODNI) leadership, Office of Management and Budget (OMB), and Congressional oversight committees on financial management issues; participate in and, as required, oversee IC-wide financial management working groups, committees, and meetings. Lead coordination of ODNI regulations to standardize processes and enhance financial reporting quality. Exercise full supervisory personnel management responsibilities, including planning, organizing, and overseeing division activities to meet customer needs and regulatory standards. Interface closely with the Financial Operations Division on audit functions, internal controls, and annual financial statement audits. Other duties, as assigned.
