Chief of Drinking Water Operations Compliance and Performance

DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply seeks to hire an Administrative Staff Analyst for Strategic Services Division, Drinking Water Operations Directorate.

Under direction, of the Deputy Director, Strategic Services, the Administrative Staff Analyst (NM) will serve as the Chief, Drinking Water Operations Compliance and Performance.

The Strategic Services Division is responsible for the operation, maintenance, training, personnel activities, contracts and procurement of all water supply assets related to NYC Water Supply East and West of Hudson NY. The division also provides support for the Asset Management and Computerized Maintenance Management System (CMMS), leveraging technology to manage critical water supply assets through the implementation of corrective and preventive maintenance programs, inspection, and testing for the Bureau of Water Supply.

The Chief, Drinking Water Operations Compliance and Performance provides integrated oversight, coordination and administration enforcement across all critical operational and compliance supports, including Environmental, Health and Safety (EHS), Risk Management Program (RMP), OSHA Process Safety Management (PSM), Asset Management, Human Resources coordination, employee training, Key Performance Indicators (KPIs), and regulatory permits. This position plays a vital role as a central point of coordination between facility operations, maintenance, engineering, EHS, HR, contractors, regulatory agencies and senior management. The Chief, DWO Compliance and Performance will ensure continuous critical water infrastructure operations remain strictly compliant with all applicable federal, state and local regulatory laws while driving plant efficiency and personnel performance metrics. The Chief, DWO Compliance and Performance will direct, coordinate, and evaluate the work of employees, and contractor personnel assigned to DWO facilities. Specific duties include:

• Executing and enforcing a zero-incident safety culture by establishing and updating Job Hazard Analysis (JHAs) for high-risk water treatment and supply processes.
• Providing supervision and support to staff responsible for integrated compliance and operational risks for the directorate. These staff include but are not limited to trades, engineers, staff analysts, project managers, research scientists, computer specialists and clerical staff who develop new and or revise support contracts.
• Developing a process to track and audit preventative maintenance backlogs to ensure critical equipment is serviced before failure.
• Evaluating the performance of contractors/ consultants hired to perform tasks at DWO facilities.
• Coordinating with inter-departmental divisions (comprising operations, maintenance, and IT) to successfully select and deploy a new Enterprise Computerized Maintenance Management System (CMMS).
• Reviewing and participating in facility Emergency Response plan and exercises and coordinating with facility staff during emergencies.
• Ensuring all Process Safety Information (PSI), including Piping and Instrumentation Diagrams (P&IDs) are updated through the CMMS following any facility modification.
• Combining injury/illness rates with facility shift schedules to research whether worker fatigue correlates with RMP/EHS policy non-compliance.
• Scheduling administrative workflows for mandatory safety training cycles, facility-wide RMP/EHS refresher training and respiratory protection fit-testing without disrupting operations shift coverage.
• Tracking and monitoring the closure status of safety recommendations generated during formal PHA cycles or independent RMP/EHS audits.
• Updating Drinking Water Operations on engineering and operational problems relating to the procurement of goods, services, and construction and provide appropriate recommendations.
• Assisting with planning, reviewing and auditing of all contractual work being performed relative to the respective service contracts and providing project management as needed.
• Attending meetings, providing summary reports, reviewing project details and specifications to support operations involving changes or modifications to facility or water control systems, including support to ancillary treatment facilities.
• Representing DWO and maintaining a collaborative safety culture across plant operations, and maintenance divisions.
• Communicating complex RMP compliance mandates to senior staff to ensure administrative cooperation for safety infrastructure capital investments.
• Analyzing historical data to evaluate how workforce stability impacts asset mechanical integrity.
• Managing facility operational vacancies ensuring facilities meet assigned headcount levels for DWO directorate and NYC civil service staffing baselines.
• Maintaining safety procedures, policies, records and documentation.
• Tracking key RMP/EHS key performance and identify opportunities for continuous improvement.
• Supporting Management of Change (MOC), Pre-Startup Safety Review (PSSR) and related process safety activities.
• Supporting incident investigations involving safety, policy or workplace compliance issues.
• Tracking permits conditions, expiration dates, reporting requirements, inspections and renewals.
• Liaising with other directorates within BWS and the Agency to leverage expert advice and coordination in completion of procurement and service contracts.
• Representing the Deputy Director of Strategic Services in high level conferences and perform research or supervise a unit engaged in research on novel and unusual problems which are extraordinary in one or more of the characteristics of size and capital cost, or requirements of professional competence and creativity, or major impact on the community and other important projects.

Preferred Skills:

• Experience with Microsoft Office 365 MS Office 365 suite including Word, Excel, Outlook, Power BI, SharePoint and PowerPoint

Hours and Shift: 35 Hours per week. May be required to work shifts including nights, Saturdays, Sundays, and holidays.

Work Location: Valhalla 465 Columbus Avenue Valhalla, NY 10595 Valhalla is a hamlet in the Town of Mount Pleasant, Westchester County, NY approximately 28 miles from mid-town Manhattan.

Minimum Qualifications

• A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
• A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
• An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
• A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above; or
• A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
