Job description

Hours: Full-Time – 35 Hours Work Location: 30-30 Thomson Avenue, LIC, NY 11101 The Department of Design and Construction (DDC) is seeking an experienced and highly organized professional to serve as Chief of Staff to the Executive Deputy Commissioner (EDC) of Administration. Reporting directly to the EDC of Administration, the Chief of Staff will serve as a trusted advisor and force multiplier, helping to oversee the agency's core administrative functions: Human Resources & Staff Development (HRSD), which supports the agency's workforce across the employee lifecycle; the Finance Department, which manages the agency's capital and expense budgets; and Procurement (Agency Chief Contracting Officer/ACCO), which oversees all agency contracting activity. The Chief of Staff will manage cross-divisional priorities, special initiatives, and the EDC's engagement with senior stakeholders.

The Chief of Staff will operate with a flexible level of authority depending on the division and initiative — at times directly coordinating and managing work streams on the EDC's behalf, and at other times serving as an advisor and coordinator who keeps priorities aligned across division leadership. The successful candidate will bring strong judgment, discretion, and the ability to move fluidly between big-picture strategy and hands-on execution.

Responsibilities

  • Executive Support & Strategic Oversight: Serve as a direct extension of the EDC of Administration, helping translate agency and Commissioner priorities into actionable plans across HRSD, the Finance Department, and Procurement (ACCO). Track deliverables, deadlines, and open items across all divisions, and flag risks or delays before they escalate.
  • Cross-Divisional Coordination: Serve as a connective point between HRSD, Finance, and Procurement/ACCO leadership, ensuring alignment on funding, staffing, and operational priorities. Depending on the initiative, directly manage work streams or coordinate through division leadership, adjusting approach based on the EDC's guidance and the nature of the work.
  • OMB & External Stakeholder Relations: Support the EDC's role as the agency's lead representative on financial, budgetary, staffing, and operational matters with the Office of Management and Budget (OMB), City Hall, and other city and state partners. Help prepare briefing materials, track commitments made in stakeholder meetings, and follow up on action items.
  • Special Projects & Initiatives: Lead or co-lead special initiatives on behalf of the EDC, such as data-driven workload and headcount justification efforts, funding model development, and process improvement projects (e.g., procurement or CP-review timelines). Drive these projects from framing through execution.

Please note: All candidates must be currently authorized to work full-time in the United States (U.S.). In compliance with Public Law 99-603, candidates are required to present original documents proving citizenship or the legal right to work in the U.S. DDC is unable to support or sponsor any visa application or visa extension, including but not limited to OPT/STEM visas, H-1B visas, F-1 practical training, permanent residence sponsorship, or any proposed change of visa type. DDC does not offer a training program as required by U.S. immigration law and is not hiring temporary employees. Candidates must have proper work authorization when an employment offer is made.

Additionally, educational credentials must be from a U.S. Department of Education-recognized accredited institution. Credentials from foreign institutions require independent equivalency verification from an approved evaluation service. A list of providers (fees apply) is available at: https://www.nyc.gov/assets/dcas/downloads/pdf/employment/nyc-dcas-foreign-education-evaluation-guide.pdf.

All applicants, including City Employees: Please go to NYC Government Jobs Explore Careers City of New York, go to Search for Open Jobs, and type in the Job ID # listed above. Submit job application as prompted. Do not apply via Employee Self-Service (ESS), e-mail, mail, or fax your resume to DDC directly.
