This position is in the Legally Exempt Policy Unit within the Bureau of Child Care Assistance. The primary responsibilities of this bureau are to administer the Child Care Assistance Program (CCAP) through oversight and partnership with the local departments of social services and legally exempt caregiver enrollment agencies throughout the state.
The Legally Exempt Policy unit is responsible for maintaining the regulations and policies that define the requirements of the legally exempt program in conjunction with how the program relates to the overall Child Care Assistance Program (CCAP).
Assist with the review and interpretation of relevant statute and regulation related to the administration of the legally exempt child care program. Additionally, the unit is responsible for reviewing, revising and maintaining the policy and guidance documents outlining the implementation of the legally exempt program.
Responsible for maintaining and reviewing all legally exempt training curriculum related to how to administer the legally exempt programs, including training related to the legally exempt system of record.
Collaborate with local departments of social services, enrollment agencies and stakeholders statewide to provide support, technical assistance, and ensure compliance with federal and state laws and regulations.
Assists with the Criminal Background Check (CBC) requirements. When necessary, conduct safety assessments to determine provider enrollment based on CPS or criminal background histories.
Represent the Bureau at various meetings and workgroups; communicating with the Public Information Office when necessary; and providing overall general support to Divisional operations.

Transfer: One year of permanent competitive or 55b/c service in this title or from a title eligible for 70.1 transfer into the Children & Family Services Specialist

Open to the Public: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).* To be considered for appointment through NY HELPS, candidates must meet the open-competitive minimum qualifications for this position, which are;
Six years of experience providing services to children and their families either in the inspection, management, or administration of: foster care programs; day care programs; adoption programs; domestic violence programs; youth detention facilities; or other providers of care, support, and assistance to children, assuring compliance for certification or licensing purposes; or providing, supervising, monitoring, or administering services for children, adults, or their families, including but not limited to: providing social casework, case planning, case management, counseling, crisis intervention, advocacy on behalf of clients, or direct investigation of potential abuse and neglect in one or more of the following settings: human services; juvenile justice; criminal justice; local departments of social services; or local voluntary childcare service programs.
An associate degree may substitute for two years of experience;
a bachelor’s degree may substitute for four years of experience;
a master’s degree may substitute for five years of experience;
and a doctorate may substitute for six years of experience.
