Job description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The New York City Police Department strives to foster a safe and fair city through the strategic deployment of resources, focusing on both crime prevention and addressing quality-of-life concerns while building lasting community relationships.

The Department Advocate's Office, under the direction of the Deputy Commissioner, is responsible for the prosecution of disciplinary cases against members of the service both uniform and civilian. The goal of the unit is to ensure that disciplinary matters are resolved in a fair, unbiased and transparent way for all parties involved.

The Office is seeking a City Research Scientist Level II who will work with a team of analysts. As a member of the team, the City Research Scientist II will be responsible for assisting the executive staff with the following:

  • Test new changes and document results for the enhancement and project development of the disciplinary tracking system utilized within DAO.
  • Perform trend analysis and assist DAO in conducting research, investigations and the design and execution of future database projects.
  • Assist with the development and maintenance of Power BI dashboards and reports.
  • Articulate data findings in a clear and concise manner to non-data audiences.
  • Monitor and analyze the effectiveness of key metrics established for the various case flow procedures.
  • Identify trends, demographics, and other valuable information to enable the NYPD to take proactive steps related to the discipline of its employees.
  • Utilize data to evaluate processes and prepare reports which include detailed analyses and findings.
  • Conduct long-term and short-term analytic projects to endure the goals of the Department regarding transparency and the expeditious resolution of cases are met.
  • Collaborate with Attorneys to build process flows and tracking tools for cases.
  • Ability to prioritize deadlines based on the volume of data requests and source of request.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Preferred Skills

  • Strong verbal and written communication skills.
  • Ability to independently perform multiple tasks at a high level in a fast-paced environment.
  • Proficiency in performing statistical analyses with large datasets.
  • Experience using Excel spreadsheets and relational databases.
  • Experience writing communications and reports.
  • Proficiency in programming, data analytic and visualization software (SQL, Python, R, Excel Macros, Power Query, Power BI, Dynamics 365, etc.).
  • Experience using Microsoft Office Suite (Word, Excel, PowerPoint, Visio, etc).

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
