Job summary

The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing 1.1 billion gallons of high-quality drinking water, managing wastewater and stormwater, and reducing air, noise, and hazardous materials pollution.

DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees.

DEP's water supply system is comprised of 19 reservoirs and 3 controlled lakes throughout the system’s 2,000 square mile watershed that extends 125 miles north and west of the City.

The Bureau of Water Supply (BWS) seeks to hire a Computer Specialist (Software) II for a position to serve as the Computerized Maintenance Management System (CMMS) Coordinator, within the Support Services division, within the Drinking Water Operations directorate, located in Valhalla, New York.

Under general direction of the CMMS Program Administrator/ Deputy Director Strategic Services, with broad scope for the exercise of independent initiative and judgment. The CMMS Coordinator will perform highly technical and supervisory responsibilities for the design, implementation, enhancement, maintenance, and analysis of software systems necessary for the operation of source water operations and water treatment facilities.

Specific duties such as: Manage, maintain, troubleshoot, and improve the Bureau's CMMS system and the end user’s experience, through creating and maintain source code, system upgrades, user training, developing and maintaining web applications based on user needs, and collaborative work relationships with other stakeholders.

Provide assistance and expertise to plan, coordinate and oversee the development and the implementation of corrective and preventive maintenance programs, inspection, testing and modifications of IT infrastructure using the Computerized Maintenance Management Systems (Avantis CMMS).

Coordinate system and/or application upgrades and changes with DEP BIT to optimize current CMMS database and ensure cybersecurity excellence and compliance with all applicable policies and regulations.

Ensure the recording of data and maintenance of records of digital platforms; electronic and other web-based applications are performed to ensure robust application(s) architecture.

Prepare and maintain program specifications and diagrams, develop logic flowcharts, and documents program development and revisions using referenced best management practices.

Attend meetings to discuss CMMS related necessary updates, requests, reports and data with stakeholders and perform follow up tasks.

Minimum Qualifications

(1) A baccalaureate degree from an accredited college, including or supplemented by twenty-four (24) semester credits in computer science or a related computer field and two (2) years of satisfactory full-time software experience in designing, programming, debugging, maintaining, implementing, and enhancing computer software applications, systems programming, systems analysis and design, data communication software, or database design and programming, including one year in a project leader capacity or as a major contributor on a complex project; or (2) A four-year high school diploma or its educational equivalent and six (6) years of full-time satisfactory software experience as described in “1" above, including one year in a project leader capacity or as a major contributor on a complex project; or (3) A satisfactory combination of education and experience that is equivalent to (1) or (2) above. College education may be substituted for up to two years of the required experience in (2) above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. A masters degree in computer science or a related computer field may be substituted for one year of the required experience in (1) or (2) above. However, all candidates must have a four year high school diploma or its educational equivalent, plus at least one (1) year of satisfactory full-time software experience in a project leader capacity or as a major contributor on a complex project.

NOTE: In order to have your experience accepted as Project Leader or Major Contributor experience, you must explain in detail how your experience qualifies you as a project leader or as a major contributor. Experience in computer operations, technical support, quality assurance (QA), hardware installation, help desk, or as an end user will not be accepted for meeting the minimum qualification requirements.

Special Note To be eligible for placement in Assignment Level IV, in addition to the Qualification Requirements stated above, individuals must have one year of satisfactory experience in a project leader capacity or as a major contributor on a complex project in data administration, database management systems, operating systems, data communications systems, capacity planning, and/or on-line applications programming.

Preferred Skills

Proficiency in Microsoft suite of software to include MS Word, Excel, Outlook, Power-Point, and other standard office programs such as Adobe Acrobat, as well as proficiency in Power BI and Power Automate.

Knowledge of Relational Databases and/or computerized maintenance management software and the use of Phyton scripts.

Familiarity with utilizing different computing devices, such as desktops, laptop, tablets, and smartphones.

Understanding of and ability to perform, software installation and troubleshooting Working Conditions: This position will work primarily at the office in Valhalla, but may occasionally need to perform work in other locations within the bureau such as shaft buildings, trailers, and plant facilities.

The candidate should be able to sit or stand for prolonged periods of time in front of a computer, typing and using peripherals, with or without accommodations.
