The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country; its mission is to combat municipal corruption. DOI serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals and entities that receive City funds.
The Department of Investigation (DOI) is seeking a highly skilled Confidential Investigator to join Squad 5, which oversees City-elected officials, City-funded not-for-profit organizations, City agencies involved in the City election process, the Department of Youth and Community Development (DYCD), the Department for the Aging (DFTA), the Department of Information Technology and Telecommunications (DoITT), and the Office of Administrative Trials and Hearings (OATH). The investigator will participate in a variety of highly confidential and sensitive investigations into corruption, fraud, waste, and misconduct involving New York City officials, employees, and persons or entities doing business with the City. In this investigative role, you will conduct complex criminal, administrative, and policy-driven investigations into fraud, corruption, mismanagement, and systemic failures. You will work collaboratively with attorneys, auditors, policy analysts, and law enforcement partners to support DOI's mission of rooting out wrongdoing and recommending effective reforms.
Key Responsibilities:
If selected, the candidate will be fingerprinted and undergo a background investigation. Due to the position consisting of law enforcement and/or investigative functions, the candidate's consumer credit history will be reviewed during the background investigation as permitted by NYC Administrative Code §8-107(24)(b)(2)(A).
Minimum three (3) years of professional investigative experience conducting complex investigations, preferably involving white-collar crimes, as an agent, detective, or other investigator. Demonstrated ability to conduct interviews, write reports, and provide testimony. Experience participating in field activities, such as search warrant operations and surveillance. Demonstrated ability to meticulously analyze, assess and draw conclusions based on complex documents and data, including but not limited to policies, procedures, and financial documents. Proven ability to function independently with minimal supervision and to balance an active load of multiple cases.
Excellent interpersonal skills, with an ability to communicate effectively with a variety of personnel at DOI, other law enforcement agencies, and officials at City agencies.
Demonstrated ethics and sound judgment. Proven research and writing abilities, including the ability to write at a high level on short deadlines. Strong computer skills, including familiarity with open-source intelligence databases, and Microsoft Office programs. Comfort with using technology in connection with long-term investigations. Advanced knowledge of New York City government and regulations, New York State Penal Law, and Criminal Procedure Law, a plus.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
