  • The Division of Disease Control’s mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs.

Reporting to the Senior Director of Operations Planning, the Contract Analyst will support oversight of an assigned portfolio of contracts. The Contract Analyst is responsible for coordinating, managing, and monitoring contract activities from initiation through registration and closeout. This position also serves as a key liaison between the Division of Disease Control’s DMSC bureau and Programmatic Leads across Divisions and externally with other Agencies.

Duties will include but not be limited to:

  • Coordinate and communicate directly with vendors, contractors, consultants and external partners regarding procurement requirements, contract deliverables, timelines, invoicing, documentation deficiencies, compliance issues and operational expectations to support successful contract performance and service delivery.
  • Assist in developing deliverables-based scopes of work and budgets and ongoing monitoring of scopes of work to support maintenance of up-to-date budget modifications to support timely invoicing and processing of vendor payments.
  • Serve as a liaison between Divisional staff, vendors, and stakeholders to resolve outstanding issues and facilitate deliverables progress.
  • Initiate and process procurement and contract administration activities within PASSPort and related City systems including vendor documentation, amendments, renewals, and budget modifications to ensure accurate and timely processing of all contract activities.
  • Develop and maintain contract reports and analysis for senior management and program staff for effective tracking of contract activities.

Preferred Skills:

  • City, State or Federal procurement experience a plus.
  • Proven experience monitoring deliverables-based contracts and budgets.
  • Experience working with Contrak and PASSPort.
  • Strong organizational skills, with the ability to multi-task, track and demonstrated initiative to follow up as necessary.
  • Proven ability to provide high-quality customer service and to respond quickly and accurately to requests.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Advanced proficiency in Microsoft Office Suite, particularly Excel, Visio and PowerPoint.

Minimum Qualifications

  • A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council of Higher Education Accreditation (CHEA), and six months of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
  • A four year high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization and four years of full-time, satisfactory professional, technical, or administrative experience in one or more of the following fields: program evaluation, contract negotiation/management, fiscal/financial management, or project management; or
  • Education and or experience equivalent to “1" or “2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
