Ensures performance information is complete, timely, and suitable for use by authorized Government officials. Oversees office support to Contracting Officer's Representatives, including deliverable-review support, performance documentation, and information needed for formal acceptance and surveillance activities. Ensures office activities support, but do not replace, the responsibilities and authorities of Contracting Officers and appointed Contracting Officer's Representatives. Maintains visibility of funding, invoicing, ceiling, and period-of-performance status across the contract portfolio. Ensures expiring funds, exhausted ceilings, approaching option decisions, unplanned funding needs, and other time-sensitive issues are identified and elevated early. Applies established Government programmatic priorities and contract requirements to post-award performance-governance activities. Coordinates contractor performance concerns, performance risks, and required actions through the Contracting Officer or an appointed Contracting Officer's Representative, as appropriate. Oversees office support to contract modifications, option exercises, and closeout activities by ensuring Contracting Officers receive complete, accurate, and timely performance, deliverable, funding, and period-of-performance information. Coordinates with the Acquisition Planning Office to ensure post-award performance experience, contractor-performance information, and lessons learned inform future requirements development. Ensures newly awarded work transitions to the Contract Governance Office with complete planning records and clear performance expectations. Coordinates with the Cybersecurity Compliance Office to ensure cybersecurity and privacy obligations established during acquisition planning are carried into contract performance, monitoring, and oversight activities. Coordinates with the Portfolio Management Office to ensure contract milestones, dependencies, risks, constraints, and funding considerations are accurately reflected in enterprise schedules and portfolio-planning activities. Identifies, assesses, and escalates material performance, funding, schedule, and compliance risks. Provides CAMS and HITU leadership with recommendations and an assessment of likely programmatic, schedule, cost, and mission impacts. Provides unit leadership with portfolio status reports, contract performance-posture summaries, risk assessments, and decision-ready information supporting executive decision-making. Develops and implements office operational plans, procedures, documentation standards, recordkeeping practices, and process improvements necessary to achieve CAMS and HITU objectives. Captures institutional knowledge to support continuity through personnel transitions. Performs supervisory duties, including performance management, work planning, coaching, mentoring, employee development, and accountability for assigned officers. Identifies developmental needs and ensures completion of required position-specific training. Establishes and enforces documentation and recordkeeping standards to ensure the administrative contract record is complete, retrievable, and defensible during subsequent review. Protects procurement-sensitive, proprietary, financial, privacy, cybersecurity, and other sensitive contract information. Performs other duties as assigned.
