  • NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

DOF’s Administration and Planning Division is responsible for managing and overseeing administrative and operational services for the agency. This includes the daily management of the Offices of Financial Management, Purchasing and Contracts, Operational Services, and Diversity and Inclusion.

The Office of Purchasing and Contracts serves as the central procurement unit entrusted with overseeing the procurement of goods and services on behalf of the Department of Finance. This office handles the management of the department’s current contract portfolio, including the vital responsibility of ensuring compliance with DOF’s Minority and Woman-Owned Enterprise (M/WBE) program in accordance with the requirements of New York State Law, the New York City Charter, the Administrative Code of the City of New York, and Procurement Policy Board (PPB) Rules.

The Office of Purchasing and Contracts unit is seeking an experienced, highly motivated Contract Officer. Reporting to the Director of Contracts, the Contract Officer will be responsible for processing capital and expense goods and services, from initiation to registration, utilizing various procurement methods for divisional needs while adhering to the City's PPB Rules and Directives.

The selected candidate’s responsibilities will include but not be limited to:

  • Under general supervision and with considerable latitude for independent initiative, procures goods and services of a highly complex nature, from receipt of purchase request to registration, and in compliance with the PPB Rules, Comptroller's directives, agency procedures, and appropriate guidelines.
  • Work with Finance divisions to help them understand the steps necessary to develop major procurements from initiation of project through contract expiration.
  • Work closely with DOF Legal's team by preparing and reviewing contract documents for Legal and vendor's review before submitting to Law Department.
  • Review contract specifications to ensure conformity to agency's requirements and City mandates for highly complex and specialized purchases for goods and services such as IT standard services, professional services, banking services.
  • Perform all activities associated with Requests for Proposals (RFP) and Competitive Sealed Bids (CSB) as well as other procurement methods to procure major contracts for core DOF services.
  • Conduct due diligence research relating to Contractor’s capability and business integrity by processing responsibility determinations using PASSPort and other resources.
  • Process contract modifications including but not limited to amendments, renewals, extensions, etc.
  • Enforce and monitor compliance with the City's PPB Rules, Executive Order 50, Citywide Insurance requirements for vendors, and New York City Charter.
  • Analyze existing procurement processes to determine the potential for efficiency improvements.
  • Coordinate with M/WBE team to establish the utilization goals in contracts to meet the requirements of the M/WBE Program.
  • Assist other staff in the absence of Contract Director.
  • Provide reporting, analytical support, and special projects, as needed.
  • Assist with special projects as assigned.

Additional Information: In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification document form upon hire.

This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed between the City and the Collective Bargaining Unit representing employees serving in the civil service title.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
  • An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
  • A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
  • A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.

Special Notes:

To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.

To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.

Preferred Skills

  • Strong knowledge of New York City Charter, the Administrative Code of the City of New York, and Procurement Policy Board Rules.
  • Strong knowledge of City systems including FMS, PASSPort, The City Record Online, etc.
  • Experience managing large procurements from start to completion.
  • Strong analytical and organizational skills.
  • Effective, clear, and persuasive oral and written communication skills.
  • Ability to adapt to a fluid work environment and changing needs and priorities.
  • Strong attention to detail.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
