Job description

The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

Commitment: Dedicated to the mission at all times Accountability: Responsible to each other and the community Resilience: Adapt in the face of adversity Excellence: Achieve and maintain the highest quality Service: Innovate to meet evolving needs Under general supervision, with latitude for independent initiative and decision making, the person in this role performs work of moderate difficulty in purchasing goods, services and/or construction, and in processing procurement documents and contracts. Duties will include but are not limited to:

  • Procures all types of goods, services, construction, and construction-related services, in compliance with the PPB Rules, Comptroller's directives, and agency procedures.
  • Prepares solicitation and contract documents for all methods of procurement, inclusive of highly complex and specialized purchases.
  • Evaluates solicitation documents and works with the program end users in the development of solicitation requirements to ensure conformity to agency requirements and federal/state/city mandate.
  • Monitors all assigned procurements to ensure processing continues without delays.
  • Utilizes FMS, PASSPort, and other electronic tracking systems, as required.
  • Conducts investigations pertaining to vendor responsibility decisions using PASSPort system and other resources to confirm vendor's capability, business integrity, and vendor performance.
  • Assists in the development of procedures for contract administration and procurement activities.
  • Prepare reports in response to requests for the Mayor’s Office of Contract Services (MOCS).
  • Consults with and advises the ACCO and programs on issues relating to procurement actions, including decisions for the most cost-effective method for obtaining goods and services.
  • Review bid/proposal documents submitted by vendors to ensure conformity to solicitation requirements.
  • Performs special projects and related work as required.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
