Job description

The New York City Housing Authority's IT

  • Enterprise Solutions Management Department is seeking an experienced Senior CRM Developer with specialized knowledge in Leased Housing programs to execute technical development and enhancement initiatives for our Leased Housing business unit. The ideal candidate will bridge technical expertise with domain knowledge to create scalable CRM solutions that address the unique needs of housing authorities and ensure compliance with HUD guidelines.

Key Responsibilities

  • Design and implement specialized features including tenant leasing processes, rent subsidy calculations, landlord management interfaces, and certification workflows that comply with HUD's Leased Housing guidelines.
  • Translate complex business requirements from housing authorities into efficient technical configurations and workflows while ensuring adaptability to regulatory changes.
  • Optimize system performance and data integrity for Leased Housing-specific operations while providing ongoing technical support and troubleshooting.
  • Manage development project timelines, resource allocation, and work assignments to ensure timely delivery of high-quality solutions.
  • Collaborate with cross-functional teams to ensure seamless integration of Leased Housing modules with other housing authority systems.
  • Integrate Siebel CRM with other systems and third-party applications, including developing and maintaining EAI processes, web services, and data maps.
  • Develop custom Siebel interfaces leveraging XML Converter, Integration Objects, and Web Services to enable bidirectional data flow with external systems.
  • Schedule and monitor batch jobs, workflows, and EIM (Enterprise Integration Manager) processes.
  • Develop and implement automated SRF deployment pipelines across development, test, Staging, and production environments.
  • Design and implement data masking and tokenization strategies for PII compliance within Siebel Environments.
  • Partner with Infrastructure, Security and Enterprise Architecture teams to implement advanced security protocols including two-factor authentication flows, IP-based restrictions, and session security policies.

  • A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems; or
  • Education and/or experience which is equivalent to "1" or "2" above.

Preferred Skills

Required Qualifications

  • 10+ years of hands-on Siebel development experience.
  • Experience with Oracle Cloud Infrastructure (OCI) and cloud migrations.
  • Familiarity with Salesforce CRM is a plus, particularly in hybrid environments or where long-term CRM strategy may involve integration or cross-platform support.
  • Proven experience mentoring technical development teams.
  • Comprehensive understanding of HUD regulations governing Leased Housing programs and their direct implications for software design, compliance reporting, and data management.
  • Demonstrated knowledge of Leased Housing programs, particularly Section 8, Housing Choice Voucher, and Project-Based Voucher programs.
  • Proven expertise implementing Leased Housing operational processes within CRM systems, including application processing, eligibility determination, tenant certification, rent calculation, inspections, and recertifications.
  • Advanced proficiency with Siebel Tools, Open UI, Configuration, Workflows, Business Services, and Enterprise Integration Manager (EIM).

Desired Skills

  • Experience implementing system changes in response to HUD regulatory updates.
  • Experience with Siebel CTI implementation for tenant support systems.
  • Knowledge of housing assistance payment processing systems.
  • Background in developing landlord/property management interfaces.
  • Strong problem-solving capabilities and excellent communication skills.
  • Experience training end-users on specialized Siebel implementations.
