Job description

The Data Analyst 1 will work in the Office of Data Analytics (ODA) under the direction of a supervisor or manager to build business solutions, produce forecasts, and answer questions across all areas of the Department of Taxation and Finance.

Examples of projects include fraud detection, revenue forecasting at the micro and macro level, and analysis of program performance.

Duties may include, but are not limited to:

  • Preparing data for analysis and reporting using data wrangling techniques (joining, merging, stacking, cleansing, transposing, aggregating, transforming, etc.).
  • Creating and maintaining data dictionaries and specifications documents.
  • Producing and interpreting univariate analyses to identify patterns, outliers, and errors in data.
  • Performing multivariate analyses using correlations, regression analysis (linear, nonlinear, tree, etc.), and multidimensional graphical techniques.
  • Developing basic predictive models and assessing the results to ensure validity, applicability, efficiency, and accuracy.
  • Summarizing and presenting analytical results using tables, graphs, dashboards, fact sheets, and written reports.
  • Writing clear and concise results summaries for policy, business, and technical audiences.
  • Maintaining knowledge of the Department’s data sets and data storage areas.
  • Assisting in the systems management, data management, and testing of systems used for analysis; developing scripts and data pipelines to automate these tasks.
  • Complying with Office of Human Resources Management, Affirmative Action, Code of Conduct, Ethics, and Internal Control policies and procedures.
  • Adhering to Department's time and attendance rules and regulations.

Minimum Qualifications

Non-Competitive Minimum Qualifications:

Six years of experience in data visualization, and statistical models and data mining tools

OR

Associates degree AND four years of experience in data visualization, and statistical models and data mining tools

OR

Bachelor’s degree AND two years of experience in data visualization, and statistical models and data mining tools

OR

Master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field AND one year of experience in data visualization, and statistical models and data mining tools

OR

Ph.D. in data or computer science, informatics, economics, statistics, mathematics, or a related field.

Applicants with less than the required experience may be considered for a two-year (Data Analyst Trainee 1) or one year (Data Analyst Trainee 2) traineeship leading to Data Analyst 1 if the following minimum qualifications are met:

Data Analyst Trainee 1

Four years of experience in data visualization, and statistical models and data mining tools

OR

Associates degree AND two years of experience in data visualization, and statistical models and data mining tools

OR

Bachelor’s degree

Data Analyst Trainee 2

Five years of experience in data visualization, and statistical models and data mining tools

OR

Associates degree AND three years of experience in data visualization, and statistical models and data mining tools

OR

Bachelor’s degree AND one year of experience in data visualization, and statistical models and data mining tools

OR

Master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field

Preferred Qualifications:

Candidates with strong data analysis skills and programming experience using one or more of the following tools: SPSS Modeler, SPSS Statistics, SAS, Python, R, Stata, Tableau, SQL, AQT, Cognos, GIS systems and advanced knowledge of statistics and machine learning are preferred.
