The Data Analyst 2 will have responsibility to assist the New York State of Health’s (NYSOH’s) Reporting and Data Analytics Director (Data Analyst 3) in meeting continually evolving system requirements from the New York State Legislature and Governor’s office, the Federal Government and the Center for Medicare and Medicaid Services.
Responsibilities will focus on data analytics including collecting, analyzing and reporting and vendor oversight and reporting. Participation and oversight include solution platform design review, internal and external interface specification review, consulting regularly with contractor staff, and working closely with vendor solution and technical teams to ensure alignment with Department planning and support.
Additionally, the incumbent will assist NYSOH management as directed including with regular audits reviews from various oversight entities, including CMS, OSC, MA IG and will assist in the completion of required quarterly and annual submissions to these oversight entities. Experience with data analytics and data quality is required, including data modeling and reporting.
Specific duties include
Producing business intelligence solutions by querying data repositories and generating periodic reports.
Devising methods for identifying data patterns and trends in data sources.
Assessing data structures and how they can be used to produce desired reports to help drive outcome-based results.
Researching new data sources and analytical tools and recommends solutions.
Conducting or coordinating tests to ensure that business intelligence solutions are consistent with defined needs.
Testing, validating, and reformulating models to ensure accurate prediction of outcomes of interest.
Following industry standards, creating data flow and other diagrams which accurately represent the needs of the business.
Drafting new functions or applications in programming languages to conduct analyses.
Creating written reports and effectively communicates/presents results.
Working with data visualization tools like Tableau, using querying languages R, Cognos, sequel as well as others.
Working with project staff to transition solutions into an operational model.
Supervising staff.
Non-competitive: seven years of experience* in data visualization, and statistical models and data mining tools.
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: Demonstrated experience with data mining, data visualization, and statistical modeling. Background in data analysis and data management, including database design, optimization, data transformation and loading, and query development. Experience working with large-scale, multi-tier or multi-environment databases. Experience supporting Medicaid, health insurance, or other health care information technology programs, including use of data visualization tools such as Tableau. Strong analytical, organizational, reporting, and communication skills.
