The Office of Health Insurance Programs, within the Division of Data Services & Analytic in the Bureau of Process and Product Management is seeking a Data Analyst

The Bureau of Process and Product Management is responsible for the development and ongoing maintenance of data systems and DataMarts designed to support Division analytics. The DataMart Unit is responsible for working closely with other bureaus and NYS Medicaid program areas to create curated data models in OHIP’s warehouse for ad-hoc reporting, including integrating new H.R.1 data sources into a usable format to support analytics. The Health Home Tracking System (HHTS) Unit is responsible for developing, updating, testing, and managing the Health Home Tracking System (HHTS) in collaboration with the health home program teams and system developers.
This Data Analyst 3 position will work as a Unit Lead for both the DataMart and the HHTS Unit. In this capacity, this position will be responsible for supervision; prioritizing and assigning Unit work; reviewing data analyses, design documentation, and user documentation for accuracy and efficiency; and ensuring Unit work support the Bureau’s strategic goals.
The incumbent will be responsible for the following:
Overseeing those responsible for the design, development, testing, and lifecycle maintenance of DDSA DataMarts and the HHTS.
Developing subject matter expertise within these Units to ensure system and data analytics support for DDSA and the Health Home program.
Cultivating strong dialogue, relationships, and collaboration between the Bureau and key stakeholders, both programmatic and technical, to ensure aligned organizational goals.
Reviewing, coordinating, and signing off on analytics, work prioritization, and release schedules.
Conducting data quality checks to help identify, document, and correct data defects
Nine years of experience* in data visualization, and statistical models and data mining tools
*Substitution: An associate’s degree may substitute for two years of general experience; or a bachelor’s degree may substitute for four years of general experience. A master’s degree in data or computer science, informatics, economics, statistics, mathematics, or a related field, may substitute for one year of general experience; or a Ph.D. in these fields may substitute for two years of general experience.
Preferred Qualifications: The desired candidate with have over 5 years of experience in NYS Medicaid, coordinating many complex, high priority analytics projects, with major policy implications, across multiple analysts, and in close cooperation and continued collaboration with program staff.
Moreover, the desired candidate should be experienced with and capable of contributing, as an analytics subject matter expert, to a large and robust data systems practice, and represent the organization to outside vendors, contractors, and consultants.
New York State agencies, departments, and public authorities provide services across healthcare, engineering, administration, public safety, the trades, and other areas.
