Job description

Under the general supervision of the Executive Director of the Deferred Compensation Board (DCB), the Deputy Director of Administration serves as a strategic partner in the administration, oversight, and continued advancement of the New York State Deferred Compensation Plan. The role also supports oversight and rulemaking related to other governmental 457(b) plans established in New York State.

The Deputy Director helps lead strategic business planning, procurement, vendor management governance support, operational continuity, and external representation for the Plan. This position is intended to provide strong executive level support to the Executive Director and to help build leadership continuity and succession capacity for the organization. The Deputy Director supervises the Associate Director for Administration and works closely with Board members, consultants, legal counsel, auditors, the recordkeeper, participating employers and other key stakeholders.

Duties include, but are not limited to:

  • Supports the Executive Director in developing and executing strategic business plans, priorities, and initiatives as directed by the NYSDCP Board.
  • Assists with the overall administration of the Plan and helps ensure alignment between Board direction, operational execution, and long-term Pan objectives.
  • Serves as a senior thought partner to the Executive Director on policy, operations, vendor strategy, and organizational priorities.
  • Acts on behalf of the Executive Director on assigned matters and represents leadership in meetings, projects, and initiatives as appropriate.
  • Manages the procurement process for the Plan, including coordination with the Plan’s investment consultant on RFP development.
  • Assists with vendor search and selection processes, including coordination with Board consultants and legal counsel, management of timelines, interviews, finalist presentations and of summary of recommendations for Executive Director and Board review.
  • Coordinates with legal counsel to support contract negotiations following vendor selection.
  • Serves as primary liaison with the Office of the State Comptroller and Office of the Attorney General for contract review and procurement related matters.
  • Serves as the primary liaison with the Plan’s auditor to coordinate the financial statements and the performance criteria audit of the Plan’s recordkeeper.
  • Helps ensure that Plan operations, policies, procedures, and vendor activities are administered in a compliant, well-documented, and transparent manner.
  • Serves as the primary liaison with the Plan’s recordkeeper on strategic initiatives to expand participant marketing and strengthen outreach to eligible employees.
  • Respond to Freedom of Information Law (“FOIL”) requests received.
  • Manage the Plan’s MWBE policy, including policy review, development of annual MWBE report, outreach to MWBE firms, and exploration of partnership and networking opportunities.
  • Develop, document, and improve procedures for Plan administration to strengthen consistency, internal controls, and business continuity.
  • Supervise staff and provide leadership, direction and development support.
  • Help build organizational strength by promoting knowledge transfer, strong procedures and leadership continuity.
  • Participate in the National Association of Government Defined Contribution Administrators and other relevant industry organizations, conferences, and committees.

Minimum Qualifications

  • Bachelor’s degree from an accredited college of university.
  • Minimum of five years’ experience in State government or in a related retirement plan, financial services, or public sector benefits environment.
  • Experience managing complex projects, initiatives, or cross-functional work involving multiple stakeholders.
  • Demonstrated ability to exercise sound judgment, manage competing priorities, and work effectively in a highly visible environment.
  • Excellent oral communication, interpersonal and advanced writing and editing skills.
  • Proficient skills in Microsoft Office Suite.
  • Ability to attend quarterly Board meetings in-person, travel statewide and attend industry conferences, employer meetings, and presentations as necessary to support NYSDCP.

Preferred Qualifications:

  • Experience with the New York State Procurement Process.
  • Experience with governmental 457(b) plans or other retirement plan administration.
  • Experience working with boards, public-sector governance structures, or regulated procurement environments.
  • Experience with vendor oversight, contract coordination, audit support, or policy administration.
  • Familiarity with FOIL processes and MWBE programs.
  • Experience representing an organization in public, board or industry settings.
