About the Agency: The Department of Housing Preservation and Development (HPD) oversees housing standards across all 3.7 million homes in New York City. As the nation’s largest municipal housing agency, HPD is responsible for building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable across the five boroughs. Under Commissioner Dina Levy and the Mamdani Administration, HPD is pursuing an ambitious housing agenda focused on the needs of New York’s tenants. With a broad set of tools including standards enforcement, tenant resources, and the creation of new affordable housing, HPD is committed to making New York City a more affordable place for renters and homeowners alike.

Your Team: The Division of Special Needs Housing (DSNH), within the Office of Development, administers three loan programs/initiatives: the Supportive Housing Loan Program (SHLP), the Senior Affordable Rental Apartments (SARA) program, and Homeless Housing Strategic Initiatives (HHSI).

Your Impact: HPD's Senior Affordable Rental Apartments (SARA) Program provides gap financing in the form of low interest loans and leverages other financing sources including Low-Income Housing Tax Credits, tax-exempt bonds, Project-Based Section 8, and private debt and equity to support the construction and renovation of affordable housing for seniors. SARA projects must also include a 30% homeless set-aside.

Your Role: In your role as the Deputy Director of SARA, you will assist the Director of SARA in overseeing a team of Project Managers and managing all aspects of SARA projects in order to reach the ambitious production goals set out in Block by Block. You will work in close coordination with the other loan programs within the Division of Special Needs Housing, other divisions within the Office of Development and across HPD, and in partnership with other City, state, and federal agencies on issues relating to the development of affordable senior housing development.

Your Responsibilities: As Deputy Director of SARA, your duties will include but not be limited to:

Working closely with the Director in management of the SARA pipeline - including underwriting analysis for new proposal review, predevelopment, due diligence, and loan closings, tracking project completions, conversions, and rent up.
Working with the Director to supervise and provide technical and procedural assistance to Project Managers throughout the housing development process including, but not limited to, underwriting and document review, negotiating deal structure and funding commitments, and tracking of due diligence.
Tracking and reporting of key program issues and pipeline milestones, including project closings, construction status, project completion, and project rent-up.
Serving as a mentor for Project Managers through onboarding, training, providing professional development, and otherwise establishing themselves as a key resource.
Managing special projects, including development and implementation of senior housing initiatives, strategies, and innovations in conjunction with other City agencies.
Communicating with interagency partners and external parties to facilitate program goals and policies.
Leading and coordinating program participation in Request for Proposal (RFP) reviews.
Other responsibilities and initiatives as may be required to ensure the success of the Division, the Office of Development, and the Agency. As the ideal candidate, you should have strong financial analysis skills, including financial modeling and analysis; be detailed-oriented; self-motivated; able to independently manage multiple projects; make policy recommendations; exhibit exceptional analytical, problem-solving and negotiating skills; and demonstrate experience in meeting competing deadlines. DEVELOPMENT SPECIALIST OR COMPARABLE TITLE WILL BE CONSIDERED

Minimum Qualifications

1.A baccalaureate degree from an accredited college or university and three years of full-time satisfactory professional experience in the development, appraisal, financing, negotiation, or disposition of real estate, or in real estate law, or in urban planning or analytical or coordination work related to housing programs; or

A four year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization and seven years of full-time satisfactory experience as described in "1" above; or 3.A satisfactory combination of education and/or experience which is equivalent to "1" or "2" above. Graduate study in the field of urban studies, city planning, business or public administration, finance, architecture, engineering or other related fields may be substituted for up to one year of the required experience on the basis of 30 credits equaling one year of experience. Graduation from an accredited law school may be substituted for one year of the required experience. However, all candidates must have at least two years of experience as described above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
