Job description

The incumbent of this position will report to the Hazard Mitigation Unit within the Office of Disaster Recovery.

Duties include but are not limited to the following:

  • Provide management level oversight for federal disaster assistance grants to mitigate at-risk infrastructure and implement mitigation measures in future disasters.
  • Implement and understand program policy and priorities in support of DHSES Disaster Recovery Program (DRP) goals, and integrates applicable knowledge to assist with development and implementation of Hazard Mitigation (HM) projects.
  • Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G. Stafford Act, 44 Code of Federal Regulations (CFR), 2 CFR, FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies, and related information as appropriate.
  • Provide direct guidance to DHSES Hazard Mitigation Chief, DHSES leadership, the Governor's Office, state agencies/authorities, local governments, and not-for-profit organizations on DRP objectives, strategies, rules, and regulations.
  • Develop and provide comprehensive written and verbal special reports and analyses for DHSES and State leadership.
  • Implement and oversees new statewide objectives and priorities as needed.
  • Implement practices to verify that applicants comply with FEMA requirements.
  • Functions as primary subject matter expert, consultant and interpreter on all applicable state and federal laws, rules, regulations, policies, and protocols. Analyze legislation and act as a resource for internal staff, program associates, and other stakeholders.
  • Initiate, participate in discussions, and monitor trends on policy and program changes and implications for states and sub-grantees with administrators and program leads in FEMA Headquarters, FEMA regions, and other states.
  • Monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, not-for-profit organizations, and staff.
  • Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
  • Direct the preparation of grant applications for assistance, correspondence, and supplemental information in support of a Governor’s request for FEMA federal assistance.
  • Develop and deliver training and presentations on Recovery programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
  • Supervise permanent, temporary, and contractual staff, performing all supervisory duties as required.
  • Perform other duties and special projects as required.
  • Travel may be required, including during evening and weekends, approximately 10% depending on mission and assignment.

Requires possession and maintenance of a valid Driver’s License is required.

*Work schedule may vary based on operational need.

NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position.

The qualifications are:

Seven years of experience administrating federal, state, or locally funded grant programs; preparing and processing applications for disaster mitigation or recovery projects; processing requests for grant project payments and performing financial reviews required for final payment; completing damage assessment and identification of appropriate assistance funding programs; or, reviewing action plans or planning, organizing, and coordinating disaster recovery programs involving local, state and federal agencies.

Substitutions:

Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
