Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility, and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. The Office of Curb Management within TPM is seeking a motivated Director of Curb Planning and Management. In this role, the candidate will oversee programs that plan and operate in the curb space, including Parking Planning and Policy, Carshare, taxi stands, waste containerization, and a newly formed time-lapse data collection and photography unit.
The candidate will establish agency direction, with partners, related to parking policies, and will oversee the creation of parking plans to support Street Improvement Projects (SIPs). The candidate will also partner with programs that utilize the curb space, helping to organize this valuable asset in ways that accommodate waste containerization, Carshare, taxi stands, and other uses so a variety of people can benefit from the space. They will also oversee time-lapse data collection processes and before/after photography of SIPs and other projects.
The candidate should have a solid foundation of experience in transportation planning and data collection of parking and transportation metrics. The candidate should have experience managing staff and should be comfortable with public speaking. They should also be comfortable with and proficient in creating reports and presentations that distill complex information for both technical and non-technical audiences.
The candidate will have latitude for independent judgment and will be relied upon to keep the work in their portfolio moving. The successful candidate will also participate in the general strategic planning/problem-solving sessions and assist in the development and deployment of new technologies, programs, processes, and other strategies. The candidate may also be asked to support special initiatives, projects, and other duties assigned to the Unit.
Demonstrates working knowledge of theory, principles, and practices related to transportation planning, parking, and curb management.
Experience and proficiency in preparing and analyzing large datasets using data management/advanced analytical platforms. Experience presenting complex ideas to diverse audiences.
Ability to conduct qualitative and quantitative research, synthesize results, and present findings in a clear, succinct manner.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.
