Job description

The incumbent of this position will report to the Field Response Section within the Office of Emergency Management.

Duties include but are not limited to the following:

  • Support emergency operations during times of emergency and disaster from the State Emergency Operations Center, State field offices, and/or county/local deployments.
  • Support Region I Field Staff in day-to-day activities and other initiatives as required.
  • Obtain program-specific and National Incident Management System (NIMS) training to enhance existing skills.
  • Coordinate and collaborate with public and private sector stakeholders and other organizations that support the State's disaster planning and preparedness efforts.
  • Identify and establish administrative priorities within assigned programs.
  • Assist with the development of policies and procedures for the Field Operations Section.
  • Attend, coordinate, and assist with instructing training courses related to emergency planning and preparedness.
  • Support program efforts for assisting state and local agencies in emergency plan development.
  • Assist with special section initiatives and projects as required.
  • Travel will be required as needed, approximately 50%.

Minimum Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).***

To be considered for appointment through NY HELPS candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Six years of emergency management experience in one or more of the following areas: coordinating and implementing emergency management, disaster, and/or transportation related preparedness programs; preparing or modifying multiple emergency management plans; preparing, modifying, and presenting emergency management training and/or exercises; gathering and analyzing information to produce briefings or reports or to make timely and effective incident response decisions; representing an agency or organization in an Emergency Operations Center or supporting position on the Incident Command System; managing or supervising response or recovery operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.

Substitutions with a degree as listed below:

  • An associate degree can substitute for two years of experience;
  • A bachelor's degree can substitute for four years of experience;
  • A master's degree can substitute for five years of experience;
  • A doctorate can substitute for six years of experience.

Reassignment/Transfer

Current New York State Division of Homeland Security and Emergency Services employee with one year or more permanent, contingent-permanent or 55b/c service as a Disaster Preparedness Program Representative 2 and are interested in reassignment OR are a current New York State employee with one year or more of qualifying permanent service as a Fire Protection Specialist 1 and eligible for transfer under Section 70.1 of the Civil Service Law.
