The Early Intervention Specialist 2 (EIS 2) will be responsible for overseeing, triaging, distributing and responding to inquiries from early intervention stakeholders including questions related to Program policy and the Early Intervention Program information system, and ensuring that all queries and requests are completed. This position will also assist with early intervention programmatic system requirements for the Early Intervention Program data system, participating in testing when testing is required prior to data system application releases and assisting with updates to the data system user manual, user guides, training material, and other documentation as required. The EIS 2 will provide early intervention subject matter expertise and provide input to develop Program requirements and will assist with training and technical assistance and communication related to both system operation and general Early Intervention policy. This position will collaborate with other Bureau units and assist in the development of policies and procedures and dissemination of this information. The EIS 2 will participate in updating guidance documents and other Bureau of Early Intervention publicly available material. This position will assist with maintaining current operations as well as updates/changes to support Early Intervention Program operations. The EIS 2 will provide supervision of staff.
NY HELPS: Bachelor's degree or higher and four years of the experience described below, one year of which must have been at a supervisory level.
Substitution: a master's degree may substitute for one year of the general experience, and a doctoral degree may substitute for an additional year of the general experience.
Experience must have included the provision of Early Intervention services to children under age five, with or at risk for disabilities, as well as services to their families. Examples of services include, but are not limited to, occupational or physical therapy, speech language pathology, and Early Intervention service coordination.
Experience must have been in an approved Early Intervention program under Article 25, Part 69, of the New York State Public Health Law, and Title 10 of the New York Codes, Rules, and Regulations; or in an approved Preschool Special Education program under Section 4410, of the New York State Education Law, where the primary focus is providing Early Intervention services to children under age
Non-qualifying experience includes services provided to children age five or older.

Preferred Qualifications: Excellent oral and written communication skills; knowledge and familiarity with federal and state laws and regulations pertaining to young children with disabilities; administrative skills; supervision experience; ability to work independently and on a team to develop policy documents, and training materials. Experience with providing guidance and technical assistance to program participants. Familiarity with current best practice trends in early intervention and early childhood services. Experience utilizing the EI-Hub and/or other state data system(s) that support case management and financial program functions. Some travel to areas not served by public transportation may be involved. Computer experience including use of Word, Outlook, PowerPoint, and Excel.
