Job description

The New York State Education Department’s (NYSED) Office of Education Policy is seeking candidates for an Education Program Assistant 1 position in the Office of State Assessment. This Office is responsible for the development and statewide administration of all State examinations for elementary, intermediate, and high school students. Duties for this position include, but are not limited to, the following:

  • Assist state assessment teams in the hiring process of teacher consultants (education specialists), including requesting waivers, application processing, onboarding, and working with the State Financial System;
  • Be responsible for reviewing and processing completed travel documents for accuracy and compliance with travel guidelines;
  • Provide guidance and reply to internal and external correspondence, including written and telephone inquiries;
  • Monitor database of teachers and assist teams with recruiting teachers for test development meetings;
  • Communicate professionally, both verbally and in writing, with education specialists, testing teams, and other offices within the Department; and
  • Assist with organizing materials for test development meetings.

Minimum Qualifications

This title includes a traineeship opportunity, and applicants will be appointed to the appropriate level based on their experience and education as follows:

Ny Helps

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Non-Competitive Minimum Qualifications:

To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:

Education Program Assistant 1:

  • Four years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Education Trainee 1:

  • Two years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Education Trainee 2:

  • Three years of experience performing a variety of activities in support of developing, implementing, regulating, and maintaining programs by developing historical or statistical data and evaluating applications and transcripts.

*An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Section 70.4 Transfer to Education Program Assistant 1: Candidates may be eligible for nomination for transfer under Section 70.4 of the Civil Service Law to Education Program Assistant 1 if they possess a bachelor’s degree and are a current NYS employee with one year of permanent competitive or 55b/c service in a title SG - 12 or higher AND have standing on the have standing on the Professional Career Opportunities (PCO) eligible list or the Public Administration Trainee Transition (PATT) eligible list.
