The Team You’ll Work With: The Office of the First Deputy ensures that City government runs efficiently and focuses on many of the administration’s top priorities – from creating opportunities for young people to strengthening the city’s civic infrastructure – the office works in partnership with stakeholders inside and outside of city government to develop, scale, coordinate, and deliver policies, plans and operations in an equitable and sustainable way.

The Efficiency Team works in collaboration with the Innovation team to support the implementation of Mayoral priorities with a focus on data analysis and the development of initiatives and business solutions that ensure city services are both cost efficient and deliver improved customer experience.

While the I-team will focus on mapping systems, identifying pain points, research and engagement, the E-team will serve as agency integrators and systems experts to ensure solutions can be effectively implemented and that agencies receive support in doing so. The Team will also be tasked to support initiatives generated by agencies and leadership that deliver on these goals.

The team is responsible for supporting the implementation of Executive Order 12 and managing the goals of identified savings in the budget process. The team works collaboratively across agencies to respond to identified challenges and recommend solutions or strategies as needed.

The Problems You’ll Solve:

  • Work closely with other staff in the First Deputy Mayor’s Office, and coordinate significant inter-agency collaboration, to build buy-in and facilitate effective implementation of these initiatives.
  • Partner with project managers, executive leaders, and external stakeholders to understand operational and policy needs and translate them into actionable technology initiatives.
  • Actively contributes to ideation, efficiency, and research workstreams that address program needs with technology solutions.
  • Analyze and score technology proposals and recommendations by estimating their feasibility and alignment with program need and intention.
  • Oversee the design, deployment, and governance of digital tools, data systems, and infrastructure supporting City programs.
  • Lead multi disciplinary teams across IT, data, product, program operations, and legal/policy counsel to solve common problems and achieve shared goals.
  • Establish performance metrics and evaluate the impact of technology initiatives on service delivery, equity, and operational efficiency.
  • Identify opportunities to modernize legacy systems, streamline workflows, and introduce user centered digital solutions.
  • Create and administer robust technology and project governance processes that facilitate continuous collaboration, prioritization, and informed decisions by technology and program stakeholders.

About You:

  • You will report to the Senior Advisor for Efficiency and Operations.
  • You will translate business requirements into work plans that harness technology to enhance strategy and operations, or more tactical efforts to problem-solve and sustainably address important issues that arise in the course of business. Projects will involve new business strategies, policies, processes and supporting technology, data, human resources and training, and will frequently require analytical structuring, and quantitative and qualitative analysis.
  • You have a firm understanding of policy, legal, operational, technology, and security constraints that may impact on the scope and feasibility of proposed projects and products.
  • You have proven success aligning technological initiatives with organizational goals.
  • You have strong program analysis and documentation skills, including the drafting of business requirements, user stories, process workflows, and journey mapping.
  • You have experience tracking and evaluating return on investment of technology initiatives and products.
  • You have exceptional communication and stakeholder relationship management skills.
  • You have demonstrated ability to lead cross functional teams in a collaborative, mission driven environment.

Minimum Qualifications

  • Bachelor’s Degree required.
  • 7+ years of senior leadership experience in directing and synchronizing technology, digital strategy, and program operation workstreams.
  • 7+ years of project management experience in implementing complex technology solutions in government, public sector, or highly regulated environments.

Preferred Skills

  • You have experience working within NYC government or other comparable government ecosystems.
  • You are familiar with Citywide IT policies, NYC Cyber Command guidelines, and digital accessibility.
  • You have background in product management, project management, service design, operational analysis, or technology modernization.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
