Job description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety.

The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers and people in our custody.

Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The IT Division needs a Full Stack Developer to design, build and maintain enterprise web and mobile applications to help move DOC into a mobile-first agency. This role spans the entire stack: Native and React-Native on mobile for iOS and Android, ReactJS, and Java/Spring Boot backends.

Preferred Skills:

  • Proficiency in ReactJS and modern JavaScript/TypeScript for web front-end development, with working knowledge of component libraries, state management, and form validation patterns.
  • Proficiency in Java and Spring Boot for building and maintaining backend services and enterprise applications.
  • Experience developing cross-platform mobile applications with React Native, including the bare workflow where native modules and platform APIs are required.
  • Experience with native iOS development (Swift/Objective-C, Xcode) and native Android development (Kotlin/Java, Android Studio), including platform-specific UI, lifecycle management, and background execution.
  • Ability to implement responsive, accessible mobile UIs that perform reliably on managed enterprise devices under intermittent or no network connectivity.
  • Familiarity with offline-first data flows, including local persistence with SQLite, sync/outbox queues, conflict resolution, and encryption at rest.
  • Working knowledge of DevOps CI/CD pipelines for automated build, test, security scanning, and deployment.

Minimum Qualifications

  • A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
  • Education and/or experience which is equivalent to "1", "2", or "3" above.

Preferred Skills
