Summary

This position is located in Rural Development, Rural Utilities Service. Selectee will be required to reside within 50 miles of one of the listed states and cities: Colorado: Denver, Colorado Springs, Ft Collins, Aurora Iowa: Cedar Rapids, Des Moines, Sioux City, Iowa City Maryland: Annapolis Minnesota: Minneapolis, Rochester, Duluth, St Cloud North Dakota: Fargo, Bismarck, Grand Forks, Minot, Dickinson South Carolina: Columbia, Spartanburg South Dakota: Rapid City, Sioux Falls

Duties

Provide information and support relating to the electric loan programs to a broad range of existing and potential borrowers in assigned area.

Promote the Electric Program and other Rural Development (RD) programs in the state and meet agency strategic goals.

Represent the Electric Program in meetings with borrowers' officials, boards of directors, interested parties and others on a regular basis to provide and exchange needed information on program policies and procedures.

Instruct borrower's officials, staff and consultants on issues relating to the loan application process, including the development of long-range plans, load forecast studies, construction work plans, financial forecasts, etc.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. For GS-12 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: providing general guidance to borrowers for government loans and programs relating to electric infrastructure; providing input on borrowing policy and interpreting it for borrowers; reviewing loan applications and documents to determine financial soundness of borrowers; providing general oversight of borrower engineering and construction, as it relates to electric infrastructure projects, to ensure compliance with standards and policies. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position. For GS-13 Grade Level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: providing guidance as it relates to program policies, procedures and providing advice and assistance on the requirements for submitting applications or other financing assistance requests; maintaining general oversight of borrower design, construction, technical operations or maintenance practices; reviewing and analyzing completed documentation needed in support of a loan or grant applications; making recommendations on the suitability of loan proposals for financing; performing management and certifications audits; conducting formal meetings, presentations, and/or training sessions. Qualifications are based upon meeting specialized experience only. Education cannot be used to qualify for this position.
