Job summary

The Bureau of Data Technology and Strategy (DTS) is home to data strategy, data communication, data governance, data product management, data engineering, and data science capabilities. Reporting to the Senior Director of Digital Data Experience Transformation for DTS, as a Health Data User Researcher at DOHMH, you will join the Center for Population Health Data Science (CPHDS) to enhance our efforts to modernize how the Health Department communicates data. You will be integral in developing modern digital products to communicate Health Department data – designing and refining interactive data webpages that explain data for use by the public, including policymakers, advocates, media, researchers, and everyday New Yorkers. You will be integral in identifying user needs through research, designing and refining products, and testing material with users. This role will focus on design thinking for interactive data communication products, generating benefits like usability and explanation to drive effective public health actions and improved health outcomes.

Duties will include but not be limited to:

  • Facilitate discovery workshops with various stakeholder groups within the Agency and with external partners to understand data product needs and value for decision making.
  • Translate design concepts and findings from discovery workshops into user flows, user stories, wireframes, mockups, and prototypes that lead to intuitive experiences for users of data platform, services, and products.
  • Engage in visioning sessions with program stakeholders while researching, conceiving, sketching, prototyping, and user-testing data products.
  • Make strategic design decisions informed by data engineering insights, stakeholder input, and the integrated public health surveillance platform architecture.
  • Identify design problems and devise elegant, timely, and cost-effective solutions.
  • Takea user-centered design approach and rapidly test and iterate your designs.
  • Collaborate with other team members and internal and external stakeholders.
  • Asking insightful questions, take risks, and champion innovative ideas to facilitate the use PREFERRED SKILLS:
  • Master's degree required in public health, data science, health informatics, computer science, or a related field
  • Three or more years of UX design experience. Preference will be given to candidates who have experience designing complex solutions and are enthusiastic about data products and services.
  • Expertise in UX and diagramming software for wireframing/prototyping is a must. Ability to work with clients to understand detailed requirements and design complete user experiences that meet client needs and vision.??
  • Solid grasp of user-centered design (UCD), planning and conducting user research, user testing, A/B testing, rapid prototyping, heuristic analysis, usability and accessibility concerns.
  • Ability to iterate designs and solutions efficiently and intelligently.
  • Ability to clearly and effectively communicate design processes, ideas, and solutions to teams and clients.
  • Clear understanding of the importance of user-centered design and design thinking.
  • Ability to work effectively in a team setting including synthesizing abstract ideas into concrete designs.
  • Be passionate about resolving user pain points through great design.
  • Be open to receiving feedback and constructive criticism.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
