Job description

Under the general direction of the Program Research Specialist 2 (PRS2), the Health Program Administrator (HPA) will be responsible for the processing of Confidential Data Requests, overseeing the collection of medical malpractice reporting, as well as preparing and disseminating statutorily mandated and program required reports following analysis and approval by the PRS2. The HPA also assists in preparing and disseminating newly developed reports by the PRS2 and responding to ad hoc requests.

The job duties of the HPA may include, but are not limited to:

Creating annual reporting schedules for and processing of routine and ad hoc reports, tracking processed reports and dissemination dates, quality checking entries into the case management system, and tracking and auditing of the unit’s annual performance measures;

Assisting with the administration of the contract related to the statutorily mandated New York State Physician Profile including but not limited to liaising between the vendor and OPMC or OPMC and physicians to respond to any inquiries or requirements, receiving from the vendor and preparing data files for analysis by the PRS2, and coordinating with CAMU to assist physicians with access to the Health Commerce System to update their profile;

Retrieve and process Confidential Data Requests;

Assisting with the administration of the Medical Malpractice Data Collection System which may include but is not limited to liaising between OPMC and mandated reporters regarding any inquiries related to required reporting, coordinating with entities to identify coordinators and assist with facilitating permissions and database training; and review of permissions

Work with unit supervisor and unit director on developing and updating policies and procedures for the unit;

Other duties as assigned by the PRS2 or Director of RDA

Minimum Qualifications

Permanent Transfer Candidates:

Current NYS Department of Health employee with one year of permanent or contingent-permanent, competitive, service as a Health Program Administrator, SG18 OR current NYS employee with one year of permanent or contingent-permanent service in a position eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator Trainee 1, NS, Health Program Administrator Trainee 2, NS, or Health Program Administrator, SG18.

Non-Competitive Candidates via NY HELPS:

Health Program Administrator Trainee 1, NS: Four years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR an associate's degree and two years of experience OR, a bachelor's, master's, or doctoral degree.

Health Program Administrator Trainee 2, NS: Five years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and three years of experience; OR a bachelor's degree and one year of experience; OR a master's, or doctoral degree.

Health Program Administrator, SG18: Six years of experience in the administration, supervision, and oversight of programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness; OR, an associate's degree and four years of experience; OR a bachelor's degree and two years of experience; OR a master's and one year of experience; OR a doctoral degree.

Preferred Qualifications:

  • Experience working with relational databases
  • Well versed with technology such as Microsoft Office and Adobe Acrobat
  • Experience with Structured Query Language (SQL), Microsoft Access, Crystal Reports and/or SAS data analysis software, and Excel
  • Adept at integrating information from multiple data sources into one written report or tabulation
  • Strong written and verbal skills
  • Strong organizational skills with the ability to prioritize
  • Strong attention to detail, problem solving and critical thinking skills
  • Ability to work independently and as part of a team
