The Incumbent will participate on a multidisciplinary survey team responsible for recertification, complaint, and focused inspections at long term care facilities in the region. As part of these inspections, the incumbent will seek and obtain federal surveyor qualification and assist in drafting inspection reports and uploading relevant material consistent with programmatic operation; reviewing regulatory waivers and making proper recommendations for determination; reviewing facility-developed policies and procedures, resident agreements, and plans of correction for appropriateness; The incumbent is responsible for the general office management and clerical oversight of nursing home surveillance activities, ensuring and monitoring the technical components of survey related software activities and all aspects of survey correspondence. Will also generate reports on behalf of managers, maintain tracking and to provide feedback for efficiency. Duties also include, reviewing and submitting referrals to the Department of Legal Affairs and other agencies including FOIL request, and subpoenas. Provide supervision, training, counselling, and performance evaluations of support staff. Assist with other duties as assigned as needed.
Permanent Transfer:
Current New York State employee with one year or more of permanent or contingent permanent, competitive service in a Health Systems Specialist 1 (G18) position OR a NYS employee in a position G16 or higher and eligible for transfer under Section 70.1 or Section 70.4 of the Civil Service Law.
Non-Competitive via NY HELPS:
Health Systems Specialist 1.** Six years of experience performing or implementing medical or programmatic surveillance, audit, compliance, quality assurance, or regulatory activities for patients or a health care delivery system for a health care facility or health related organization.
Trainee 1:** Four years of experience performing or implementing medical or programmatic surveillance, audit, compliance, quality assurance, or regulatory activities for patients or a health care delivery system for a health care facility or health related organization.
Trainee 2:** Five years of experience performing or implementing medical or programmatic surveillance, audit, compliance, quality assurance, or regulatory activities for patients or a health care delivery system for a health care facility or health related organization.
Substitution:** An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
Preferred Qualifications: Strong organization skills and proficiency with the Microsoft Office product suite.
