Job description

The Division of Disease Control’s mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The Bureau of Division Management & Systems Coordination (DMSC) leads administrative, surveillance, informatics, preparedness, policy, communications, community engagement, and racial equity and social justice activities for the Division and guides the strategic use of Division resources to advance innovative and effective policies and programs. Under the guidance and supervision of the Senior Director of Operations Planning, and with very wide latitude for exercising independent judgment and initiative, performs professional and responsible consultative and administrative social science research work and analyses in the field of Workforce Analytics in the Bureau of Division Management & Systems Coordination (DMSC) at New York City Department of Health and Mental Hygiene (DOHMH).

In this cross-functional role, you will support DMSC in the development and maintenance of tracking systems that provide continuous quality assurance of Human Resources processes, training compliance, and professional development travel requests.

Duties Will Include But Not Be Limited to:

  • Support the centralization efforts across HR, applying critical thinking lens reviewing processes and making recommendations to iteratively streamline cross-Divisional workflows and cross Agency approvals.
  • Identify opportunities for improved data management reporting and develop proactive decision-making tools to support the HR unit to function efficiently and effectively.
  • Perform qualitative and quantitative analysis necessary to continuously assess HR and capacity and performance.
  • Support research activities on division-wide human resources related issues, including salary parity, personnel action processing, and other personnel related functions
  • Support the Division’s HR Unit capacity in evaluating and approving personnel (PATS) actions submitted by bureaus, including identifying submissions that require revisions and Bureau follow up as needed
  • Performs quantitative analyses on divisional compliance with agency-operational indicators such as mandatory trainings, performance evaluations, and tasks and standards
  • Support the OARS submissions process, following up with bureaus for additional or revised information, consolidating all responses for submission to COO, and monitoring pool approval requests in time for scheduled pool dates
  • Supports operations planning through the maintenance of Divisional Admin Bureau Org charts
  • Support the DMSC Office Manager with cross-divisional support of Travel Desk related processes, including guidance and administrative support to staff from other divisions.

Preferred Skills:

  • Proven experience with recruiting, screening resumes, leading hiring panels and providing data-driven hiring recommendations.
  • Experience with HR systems, such as PATS, OARS, and Workforce Analytics.
  • Strong organizational skills, with the ability to multi-task, track and demonstrated initiative to follow up as necessary.
  • Proven ability to provide high-quality customer service and to respond quickly and accurately to requests.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Advanced proficiency in Microsoft Office Suite, particularly Excel, Visio and PowerPoint.

Minimum Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
