Job description

Perform or assist in performing technical activities related to writing instructions (code), application program development, program and system testing, and business/systems analysis and design related to computer systems, systems maintenance and implementation in such areas as the design and development of database systems; dynamic, transactional, or interactive web sites; and agency-specific application programs.

  • Support the Retirement System through technical analysis, design, development, and on call support.
  • Assist the team in creation of design documents and other system documentation.
  • Follow coding standards.
  • Demonstrate effective communication, collaboration, and proactive approach to problem solving.
  • This position requires strong programming and troubleshooting skills, adaptability to new technologies, and ability to work under pressure.

Minimum Qualifications

Civil Service exams are not required under the New York Hiring for Emergency Limited Placement Statewide (NY HELPS) Program:

Non-Competitive Qualifications for appointment under the NY HELPS Program:

For appointment to an Information Technology Specialist 2 Programming, you must have:

  • A bachelor's or higher-level degree, including or supplemented by 15 credit hours in computer science courses.

OR

  • A bachelor's or higher-level degree in any field and at least one year of the experience in information technology.

OR

  • A minimum of 60 college semester credit hours including at least 15 credit hours in computer science courses and one year of the experience in information technology.

OR

  • A total of two years of experience in information technology.

Competitive Minimum Qualifications:

You must be currently reachable on the appropriate eligible list for this title, eligible under the 55 b/c program, or eligible to transfer to this title under Section 52.6 of the Civil Service Law.

Non-Competitive promotion (NCP) qualifications:

You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as an Information Technology Specialist 1 Programing.

NCP notes:

If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.

If the number of interested candidates who meet the promotional qualifications is more than three, the agency; at its discretion, may nominate one or more of the candidates for a provisional promotion under the provisions of Section 65 of the Civil Service Law.
