Labor Services Representative (Local Veterans' Employment Representative) will conduct outreach to businesses and engage in advocacy efforts with hiring executives to increase employment opportunities for veterans; encourage the hiring of disabled veterans and generally assist veterans to gain and retain employment.
The duties assigned to LVER staff members will promote to businesses, business associations, and business groups the advantages of hiring veterans. LVER staff members will advocate for all veterans served by the Career Centers and ensure easier access to appropriate employment and training services for job seeking veterans in their local market areas.
This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
Non-Competitive Minimum Qualifications:
Labor Services Representative Trainee 1 (LVER): Four years of experience* providing employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services’ applications.
Labor Services Representative Trainee 2 (LVER): Five years of experience* as defined, above.
Labor Services Representative (LVER): Six years of experience* as defined, above.
*Associate degree may substitute for two years of experience; bachelor’s degree may substitute for four years of experience; master’s degree may substitute for five years of experience; doctorate may substitute for six years of experience
OR
Labor Services Representative Trainee 1 (LVER):
You must be a qualified employee of the New York State Department of Labor and have had one year of permanent competitive, non-competitive, labor class, or 55-b/c service in a title allocated to a Grade 9 or higher.
In addition, eligible candidates meet one of the following criteria** for Veteran of the U.S. Armed Forces:
**A copy of your DD-214 or a NYS Restoration of Honor Act letter will be required at the time of interview.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. Competitive Minimum Qualifications:
As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position.
55 B/C Qualifications:
This position is designated 55-b/c and is subject to verification of applicant eligibility. Please provide a copy of your 55-b/c letter when applying. You must meet the open competitive qualifications from the most recent examination announcement.
Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a Labor Services Representative/ Trainee 1/2 (LVER); If you have less than one year in the title, you must acknowledge and agree to conditions of the potential appointment.
70.1 Transfer Qualifications:
One year of permanent or contingent-permanent as a Grade 16 or higher determined to be similar by Civil Service. In addition, eligible candidates meet one of the following criteria** for Veteran of the U.S. Armed Forces:

70.4 Transfer Qualifications: Candidates with one-year permanent competitive service as a Grade 11 or higher, who meet the open-competitive exam qualifications, and who have taken and passed the most recent examination for Labor Services Representative (LVER), Trainee 1, AND who meet the additional veteran specific minimum qualifications described above may qualify for transfer to Labor Services Representative (LVER) Trainee 1, NS eq. Grade
