As a Labor Services Representative (Disabled Veterans Outreach Program) staff in the Office of Workforce Development (OWD) provide and facilitate a full range of employment and training services to veterans, focusing on providing and facilitating intensive services to veterans with significant barriers to employment. The incumbent will provide case management services and conduct outreach activities. The incumbent will provide services at other out-station locations as assigned.
Competitive Minimum Qualifications—
Qualified applicants will support their status as an Eligible Veteran of the U.S. Armed Forces with Form DD-214 (or NYS Restoration of Honor Act certificate of eligibility) to verify which of any of the following criteria are met:
a) Served Active Duty for a period of more than 180 days (consecutive) and was separated with any discharge type except dishonorable; or
b) Separated from Active Duty because of a service-connected disability; or
c) Served as a member of a Reserve Component under Federal order to Active Duty during a period of war (or in a campaign or expedition for which a campaign badge is authorized) and was separated with any discharge type except dishonorable; or
d) Was discharged or released from Active Duty given Sole Survivorship (10 U.S. Code § 1174)
Labor Services Representative Trainee 1 (DVOP): Eligible Veteran with four (4) years of experience* providing employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas:
Labor Services Representative Trainee 2 (DVOP): Eligible Veteran with five (5) years of experience* as defined, above.
Labor Services Representative (DVOP): Eligible Veteran with six (6) years of experience* as defined, above.
*An associate degree may substitute for two (2) years of experience; a bachelor’s degree may substitute for four (4) years of experience; a master’s degree may substitute for five (5) years of experience; a doctorate may substitute for six (6) years of experience.
Your degree must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. Reassignment Qualifications:
Current Department of Labor employees only, with at least one year of permanent or contingent-permanent service in a Labor Services Representative/Trainee (DVOP) title.
Preferred Qualifications:
Ability to initiate and maintain relationships across a diverse set of stakeholders.
