Job description

The New York City Department of Correction (DOC) is an integral part of the City’s evolving criminal justice system, participating in reform initiatives and strategies aimed to move the City towards a smaller jail system without compromising public safety.

The DOC is responsible for maintaining a safe and secure environment for our employees, visitors, volunteers, and people in our custody.

Importantly, safe jails enable DOC to provide people in custody with the tools and opportunities they need to successfully re-enter their communities.

The DOC operates facilities and court commands across the five boroughs with more than 7,500 diverse professionals and knowledgeable experts.

The Legal Division serves as in house counsel to the Department under the direction of the General Counsel, providing comprehensive legal guidance and support to ensure Department operations comply with applicable laws, regulations, and policies.

The Division is responsible for managing and responding to a wide range of legal records requests, including subpoenas, court orders, Freedom of Information Law (FOIL) requests and requests from governmental agencies and oversight entities.

This work requires careful identification, collection review, redaction, and production of Department records while ensuring confidentiality, accuracy, legal compliance, and timely response.

The Legal Division is seeking a motivated and detailed oriented professional to join its team and support these critical legal records and compliance functions.

The Legal Division is recruiting one (1) Community Coordinator to serve as a Legal Records & Compliance Specialist.

Under general supervision, the selected candidate will support the review, processing, and production of Department records and assist in ensuring compliance with applicable legal and regulatory requirements.

Responsibilities will include, but are not limited to:

  • Receive, review, and analyze requests for Department records from members of the public, governmental agencies, courts, oversight entities, and other authorized requestors to determine the appropriate scope, processing requirements, and response.
  • Utilize Department databases, systems and applications to research, identify, retrieve, and compile records and information responsive to legal and administrative requests.
  • Coordinate with Department facilities, commands, and operational units to identify, locate, obtain, and track responsive records, ensuring requests are handled accurately and within applicable timeframes.
  • Review and evaluate responsive records including documents, audio recordings, and video footage, and apply appropriate redactions and edits in accordance with applicable laws, regulations, court directives, confidentiality requirements, and Department policies.
  • Assist with the preparation and authentication of Department records for legal proceedings and provide testimony in court or other proceedings, when required, regarding the maintenance, retrieval, or production of Department records.
  • Maintain accurate and comprehensive records and track information related to requests, correspondence, document collection, review, redactions, productions, and other record-related activities to support accountability and regulatory compliance.
  • Provide administrative and operational support for legal records and compliance matters, including responding to inquiries, monitoring outstanding requests, conducting follow-up, and performing other related duties necessary to support the Legal Division.

Minimum Qualifications

  • A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
  • High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

Preferred Skills

  • Excellent interpersonal and communication skills.
  • Strong organization skills and an ability to manage a significant caseload while also maintaining deadlines.
  • Ability to work independently or as a team.
  • Ability to adapt to change and have flexibility to adapt to a wide variety of tasks and functions.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
