The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was established in 1935 to provide safe, affordable housing for low- and moderate-income New Yorkers. Today, NYCHA serves over 528,000 residents, nearly 1 in 17 New Yorkers, across 335 public housing and PACT developments, as well as through Section 8 programs.
NYCHA’s Department of Voter Engagement oversees all resident voting processes at NYCHA, including resident association elections and modernization votes. As part of the 2022 state legislation that established the New York City Public Housing Preservation Trust, a housing facility can convert to the Trust only after an affirmative resident vote. HUD 24 CFR 964 gives public housing residents the right to form resident associations. The Community Coordinator will play a key role in resident outreach to support both voting programs.
The Organizing Lead will assist in building out long-term capacity to implement votes and leverage this experience to advise on longer-term strategy. Reporting to the Modernization Vote Manager, the primary responsibilities of the Organizing Lead will include, but are not limited to, the following:
- Carry out individualized resident engagement strategies for developments where voting is taking place, including evening and weekend engagement activities.
- Implement effective communication plans that motivate tenants to get involved in their tenant associations and participate in resident voting processes.
- Represent the Department of Voter Engagement and present voter engagement materials at tenant elections meetings, informational meetings, and community events.
- Develop and maintain relationships with tenant leaders, key NYCHA leadership, and external stakeholders such as elected officials and advocates.
- Actively monitor both quantitative and qualitative data and metrics to evaluate the status of engagement and accomplish the target outreach goals.
- Support the Director of Voter Engagement, the Modernization Vote Manager, and the Election Managers in creating the team’s long-term implementation strategy.
- Develop and create informational materials, including but not limited to flyers, posters, one-pagers, pamphlets, emails, etc., that will be distributed to residents.

Minimum Qualifications
- A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
- High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
- Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
Preferred Skills
- Advanced organizational and time management skills.
- Previous campaign and community engagement experience that involves motivating voters and/or other stakeholders around a policy issue is a plus.
- Experience working in a fast-paced environment while being responsible for multiple tasks at one time.
- Excellent oral and written communication skills and the ability to engage a diversity of stakeholders.
- Willingness to travel throughout the five boroughs of New York City.
- Willingness to attend and present at meetings in the evenings and weekends.
- Valid New York State Driver’s license is a plus.
- Bilingual ability a plus (Spanish, Mandarin, Cantonese, Russian).
